Not Wearing Masks While On The Move, DKI Residents Can Be Fined IDR 250 Thousand

JAKARTA - The DKI Jakarta Provincial Government will impose sanctions in the form of a Rp. 250 thousand fine for people who do not wear masks while carrying out activities amid the COVID-19 pandemic. This rule is contained in Governor Regulation Number 3 of 2021.

"Every person who does not wear a mask in accordance with health standards that covers his nose, mouth and chin when outside the house, while driving, at work and / or other places of activity will be subject to sanctions," as quoted from Article 6 Paragraph 1. Pergub Number 3 of 2021.

In addition to sanctions in the form of fines worth Rp. 250 thousand, the Provincial Government is still applying sanctions in the form of social work cleaning public facilities.

The implementation of this sanction is carried out by Satpol PP accompanied by related regional officials who can also be accompanied by police and TNI officials.

Furthermore, based on Article 8, it is stated that a fine of Rp. 250 thousand must be deposited in the regional treasury. Later, the Satpol PP will issue an Administrative Fines Decree based on evidence of violations which will be provided to the offender and can be paid through Bank DKI.

"A photocopy of the deposit certificate from Bank DKI by the offender as referred to is submitted to the Satpol PP office in the area where the violation is taking place."

In addition to regulating the matter of fines, this Pergub also regulates the standards for masks that the public must use. There are at least two masks that can be used, namely different masks and cloth masks.

For surgical mask standards, at least the following criteria must be met:

- Bacterial Filtration Efficency ≥ 98;

- Particle Filtration Efficiency ≥ 98; and

- Minimum Fluid Resistance 120 mmHg

While for cloth masks are as follows:

- Using cotton and having at least 2 (two) layers;

- Using earloop with an elastic strap, or a long non-elastic rope to tie it behind the head so that the mask fits snugly on the face and doesn't sag;

- The two sides are different colors so you can tell which one is the inside and the outside

- Easy to clean and wash without changing shape and size; and

- Able to cover the nose, mouth and under the chin well.
