SURABAYA - Commission D of the Surabaya City DPRD, East Java, asked the local government to simplify the mechanism for submitting food or food assistance through unexpected assistance (BTT). "From the mayor, it can only be disbursed to the Regional Financial and Asset Management Agency (BPKAD). This flow can take 1×24 hours or more," he said in Surabaya, Antara, Sunday, February 5. In fact, he continued, food assistance must be immediately given to beneficiaries. According to him, another alternative is to use social assistance (bansos), the regulation is Permendagri Number 77 of 2020. "And this can't be continuous," he said. He asked for the process of submitting beneficiaries of assistance to be accelerated. "Moreover, now it is the digital era. It should be uploaded more quickly. Otherwise, more and more residents will not receive food assistance," said Khusnul. He said that in Janauri there were 135 people who escaped data on beneficiaries, so they submitted this through a letter to the Social Service or digital channels belonging to the Surabaya City Government. Based on these conditions, he asked the kelurahan deliberation (muskel) to be a routine agenda and massively carried out. "Through the Perwali (regulation of the mayor), we ask that the parcels be massive because it is a space that can be used, to add or reduce the data of the beneficiaries. If it has been implemented, the data must be attached to the RT so that the public also knows," he said. Head of the Surabaya City Social Service, Anna Fajriatin, on the previous occasion said that this year's food program is no longer in the village, but has been handled by the Social Service as social assistance. Therefore, he said, this year's food budget does not come from kelurahan funds as program expenditures, but from the Social Service food budget. "Because this is social assistance, the regulations and guardianship are also different. And recipients must also be included in the poor, both the elderly, disabled, orphans, and orphans. That is the target," he said. He explained the long verification process before finally determining the beneficiaries of food 18,818 people. The food data was taken from the database last year, when it entered the village funds. At that time, the number was 33,208 people. This number was then synchronized with data on poor families, totaling 638,616 people.
