DKI Kas Makin If ERP Becomes Implemented, Can Bag Tens Of Billions Every Day

JAKARTA - Chairman of Commission B of the DKI Jakarta DPRD, Ismail, revealed that the projected regional revenue from the implementation of the electronic road pricing (ERP) system in Jakarta could reach tens of billions of rupiah in one day.

This was said by Ismail after a meeting of Commission B of the DPRD with the ranks of the DKI Provincial Government whose implementation was postponed today.

"We received information, no less than Rp. 30 billion to Rp. 60 billion per day, funds that came from ERP. One trip (each vehicle trip) was Rp. 30 billion. For two times (reverse ball) it was around Rp. 60 billion," said Ismail at the DKI Jakarta DPRD Building, Monday, January 16.

This calculation is based on a study on electronic paid road tariff proposals conducted by the DKI Jakarta Transportation Agency. The components are the nominal dynamic rates from Rp. 5,000 to Rp. 19,000 on 25 roads, as well as the volume of the vehicle.

Ismail admitted that he would ask for a comprehensive explanation of the projected tariff collection until the income received from ERP to the DKI Provincial Government is quite large.

"We will question where the basis came from, there must be calculations. That's not a small number, yes. Therefore, it must be ensured that with such a large acceptance potential it must be handled and implemented properly," explained Ismail.

In addition, Ismail will ask the DKI Provincial Government to guarantee that regional income received from ERP payments by the community will be used usefully. For this reason, according to him, there needs to be a special government-owned agency that takes care of this.

"Technically, whether there should be a special management unit. We'll see which one is better. In fact, it is possible to make it all up like a special BUMD. What is being guided is how the results obtained from paid roads are ensured that services for road users are getting better," he explained.

For information, a draft regional regulation (RAPERda) on electronic traffic control that regulates paid roads has been prepared. The Provincial Government and the DKI DPRD have also conducted initial discussions regarding the contents in the draft regulation, but the discussion of articles per article has not been carried out.

Seen in the draft Raperda, there are 25 roads that will be subject to the implementation of ERP, namely Jalan Pintu Besar Selatan, Jalan Gajah Mada, Jalan Hayam Wuruk, Jalan Majapahit, Jalan Medan Merdeka Barat, Jalan MH Thamrin; Jalan Jenderal Sudirman, Jalan Sisingamangaraja, Jalan Panglima Polim, Jalan Fatmawati (Simpang Jalan Ketimun 1-Simpang Jalan TB Simatupang).

Then, Jalan Suryopranoto, Jalan Balikpapan, Jalan Kyai Caringin, Jalan Tomang Raya, Jalan Jenderal S Parman (Jalan Tomang Raya-Simpang Jalan Gatot Subroto), Jalan Gatot Subroto, Jalan MT Haryono, Jalan DI Panjaitan, Jalan Jenderal A Yani (East Bekasi Raya Intersection-Perintis Kemerdekaan Intersection), Jalan Pramuka, Jalan Salemba Raya, Jalan Kramat Raya, Jalan Pasar Senen, Jalan Gunung Sahari; and, Jalan HR Rasuna Said.

Then, electronic traffic control in traffic control areas applies electronically every day from 05.00 WIB-22.00 WIB.

The vehicles charged with ERP rates are road users who use motorized vehicles and electric vehicles. There are a number of vehicles that are excluded in the application of paid road systems, including electric bicycles, yellow plate public motorized vehicles, government agency and TNI/Polri operational service vehicles except/in addition to black plates, foreign diplomatic corps vehicles, ambulance vehicles, corpse vehicles, and fire fighting vehicles.

The amount of tariff for traffic control services electronically and its adjustment is determined by the Governor's Regulation after obtaining approval from the DKI Jakarta DPRD. Meanwhile, the DKI Transportation Agency proposes that ERP be subject to a tariff of IDR 5,000 to IDR 19,000.
