Ministry Of Home Affairs Withdraws Remarks About Budget Irregularities, DPRD DKI: Class Officials Why Are They Wrong

JAKARTA - The Ministry of Home Affairs (Kemendagri) had revealed that there were findings of budget irregularities in the DPRD activity budget post in the 2021 DKI Regional Budget draft.

However, the Director of Regional Budget Planning at the Ministry of Home Affairs, Bahri, straightened his words again. Not out of the ordinary, he said. There is only a misplaced budget item.

Responding to this, Deputy Chairperson of the DKI DPRD, Mohamad Taufik, regretted that Bahri's words were too reckless, saying that there were irregularities in the DPRD's budget submission.

"In the same class as Ministry of Home Affairs officials, how come they are wrong, they want to talk about it. Just looking for a stage or what?" Taufik said when he was met in East Jakarta, Saturday, December 26.

Taufik explained, there are actually two types of DPRD budgeting, namely the DPRD Secretariat budget (voluntary) and the veterinary budget itself. Taufik said that the awkward budget narrative started because the Ministry of Home Affairs thought the budget was being merged.

"What he called the voluntary budget. He couldn't talk about it. It turned out that he was wrong too. In the evaluation process at the Ministry of Home Affairs, he should not speak to the public before completing the evaluation," said Taufik.

For information, the Ministry of Home Affairs said that they found odd budget items found in the Draft Regional Budget (RAPBD) for the 2021 budget year in the DKI DPRD activities section when evaluating the budget proposal.

The Director of Regional Budget Planning at the Ministry of Home Affairs, Bahri said, the budget irregularities reached IDR580 billion.

"Some adjustments were made because we found some were not in accordance with the legislation. There was an increase in the details of the council's activities. There were things that were awful, we are fixing them," Bahri told reporters, Wednesday, December 23.

There are several post activities of the DKI DPRD which are considered odd. Starting from the procurement of civilian clothing, capital expenditure for audio studio equipment, personal computer capital expenditure and shopping for other computer equipment models at the DPRD Secretariat.

Before long, Bahri corrected his words. Bahri emphasized that there are no irregularities in the 2021 DPRD budget that he evaluates. However, errors in placing accounts were found.

"It's not unusual, there's just an error in the account code. There was a misplacement. So, it's not strange, please straighten out the permission," said Bahri.

Bahri said the account code error may have occurred due to the existence of the latest legal umbrella, namely Permendagri 90/2020 which regulates the classification code, codification and nomenclature of regional development and financial planning.

"We straighten that out, there was a placement error. Because the new account code applies now based on Permendagri 90/2020. So, there is no problem. It's just the wrong account code, the placement (account code) is (wrong)," said Bahri.
