Bawaslu Calls There Is The Potential To Appear Two Different Results Of Pilkada Recapitulation

JAKARTA - Member of the Indonesian Election Supervisory Agency (Bawaslu) Mochammad Afifuddin said there was the potential for the emergence of two different information on the results of recapitulation in the 2020 Pilkada.

Because, based on the results of Bawaslu's supervision, General Election Commission (KPU) officers in a number of regions have experienced problems in using the Voice Recapitulation Information System (Sirekap) which uses the internet network.

From the results of supervision of the recapitulation process in 3,629 districts, there are 708 districts that recapitulated using Sirekap. The rest, 2,921 sub-districts conducted voice recapitulation manually due to Sirekap not being used optimally

So, said Afif, there were a number of sub-district election committees (PPKs) that changed the recapitulation method from using Sirekap to manual recapitulation.

"Changing the recapitulation method to using the manual method will eventually lead to the potential for the emergence of two different recapitulation results," said Afif in his statement, Wednesday, December 16.

Afif said, when PPK carried out the recapitulation manually using Excel software, the data summation was not formulated automatically. This led to undetected errors, especially regarding the use of ballots.

The two possible results are the results of manual recapitulation and information on the results of votes at the polling stations in Sirekap which were submitted by the PPK after the issuance of the minutes of recapitulation at the PPK.

Moreover, he said, when inputting data into Sirekap, PPK did not adjust the TPS and kelurahan / village numbers. So, there is the potential for this difference in votes to occur at every recapitulation level starting from sub-districts, regencies, to provinces.

"For this reason, it is important for the KPU to anticipate a vote difference in the recapitulation using the manual method of Sirekap," said Afif.

For information, Sirekap is an application that will be used by polling group officials (KPPS) to calculate the results of the election votes held in the midst of the COVID-19 pandemic.

In its use, the official vote recapitulation report (C1-KWK) that has been filled with the votes will be scanned in the Sirekap application via the KPPS cellphone.

The Sirekap application will display the data from the C1-KWK input process. The KPPS officer then sends the photo results to the witness and the TPS supervisor in the form of a QR code.

The data is then aggregated from each TPS to sub-districts, sub-districts, to regencies / cities in the election for mayor / regent, or forwarded to the provincial level for gubernatorial elections.
