JAKARTA - The head of the Brotherhood Cooperative for the Residents of Kampung Bayam, Asep Suwenda, explained the reason they urged them to immediately inhabit the Kampung Susun Bayam. Although, they have received spiritual money since their settlements were evicted due to the construction project of the Jakarta International Stadium (JIS).
Asep revealed that the compensation costs given by PT Jakarta Propertindo (Jakpro) since the beginning of the JIS development have now run out for daily expenses. Asep conveyed this when holding an action in front of the DKI Jakarta City Hall.
"The money for this spiritual money they make daily costs. Because since it was dismantled, their activities to work automatically didn't have any activities. Well, those costs are for contracting houses, daily life, so it's run out," said Asep, Thursday, November 1.
On average, the spiritual money received by the residents of Kampung Bayam is around Rp. 28 million. However, there is also a nominal value of less than that. This nominal is measured from the buildings belonging to each resident.
"The community here is cooperative. There are not too many protests about the spiritual money given," said Asep.
Asep admitted that he was surprised why until now the residents of Kampung Bayam have not been able to enter and inhabit Kampung Susun Bayam. In fact, the Kampung Susun Bayam was inaugurated by former DKI Jakarta Governor Anies Baswedan last October.
"We want to occupy the flats as much as possible at JIS. We have verified, have received a residential number, there is a decree, and at the time of our inauguration we were invited. This means that we have the right to enter the residence," he said.
Then, 75 families, residents of the JIS project installments, also urged that the monthly rental fee for Kampung Susun Bayam is equivalent to a simple rental flat (rusunawa) belonging to the DKI Provincial Government or flats in other locations, such as Kampung Susun Kunir and Kampung Susun Aquarium.
"Regarding the nominal price, we ask that it be adjusted to the flats in Jakarta, especially the Aquarium Flats with Kunir," said Asep.
"Jakpro had mentioned the nominal, sir, the nominal was the rental price of Rp. 1.5 million, but we objected because we did not side with the community. Then the second meeting, Jakpro proposed a nominal value of Rp. 600 thousand for the third floor and Rp. 700 thousand for the second floor. But until now we have no agreement whatsoever," he continued.
Since its inauguration until now, the main problem that has caused prospective residents to not be able to occupy the Kampung Susun Bayam is the monthly rental rate.
PT Jakarta Propertindo, which built Kampung Susun Bayam, felt it had to set a high tariff because the BUMD belonging to the DKI Provincial Government had to cover the operational costs of the flats. However, residents objected.
Until finally, it was decided that Jakpro would hand over the management of Kampung Susun Bayam to the DKI Jakarta Public Housing and Settlement Areas Service (DPRKP) so that the rental rate could be equivalent to the rusunawa.
If it will become a rusunawa, the Rental Rate scheme for Kampung Susun Bayam will refer to Governor Regulation Number 55 of 2018 concerning Adjustment of Housing Service Retribution Tariffs.
However, until now, the plan to take over this management has not been realized. "The takeover is still an option. Later it will be reunited. (Management of Kampung Susun Bayam) is, once again, still in Jakpro," said Head of DPRKP DKI Sarjoko when met at the DKI Jakarta DPRD building, Tuesday, November 29.
