Police observer from the Institute for Security and Strategic Studies (ISESS), Bambang Rukminto, said that the appointment of Inspector General Andi Rian Djajadi as South Kalimantan Police Chief indicated the failure of the National Police HR management. This is because he is said to have been involved in the alleged extortion of victims of fraud and embezzlement of Richard Mille's luxury watches, Tony Sutrisno.

"From the start, I have conveyed that Andi Rian's promotion was a failure for human resources management within the National Police," Bambang told reporters, Saturday, November 12.

Then, the two-star general was deemed not completely resolved the alleged murder case of Nopriansyah Yosua Hutabarat alias Brigadier J with the suspect Ferdy Sambo. Although, at this time the case has gone up to trial.

"The resolution of the Sambo case, which is one of its responsibilities, cannot be said to be 100 percent complete, but why was it suddenly promoted first," said Bambang.

Specifically for the alleged extortion of victims of fraud and embezzlement of Richard Mille's luxury watches, Bambang advised Tony as the victim to immediately report to the Police Propam.

So, later it can be proven whether or not there is involvement of Inspector General Andi Rian in the case

"Tony Sutrisno should immediately report the alleged extortion committed by police personnel to Propam," he said.

On the other hand, Bambang said that the police should be able to immediately follow up on findings in the field related to violations committed by Inspector General Andi Rian Djajadi.

"Actually, Propam can immediately follow up on (model A) findings in the field related to violations of personnel without waiting for reports (model B) from the community," he explained.

Even so, Bambang understands that the current situation and culture of the police has not allowed this.

"But looking at the current culture in the police, which is still colative, it feels heavy that it will be processed without any reports from the public. Even until now there is no system that can ensure that the report is also followed up. Everything is still very dependent on the integrity of personnel or public pressure," said Bambang.
