JAKARTA - A Kremlin spokesman said the regional head has the right to express his opinion, but said the Russian military has objective considerations and the use of nuclear weapons refers to the established doctrine.

He said it was related to comments made by the Communist Leader, Ramzan Kadyrov, as Russian troops were pushed back from commit to a strategic city that became one of the keys to logistical supplies in the invasion of Ukraine.

"Regional heads have the authority to express their views and assessments. On the occasion Peskov said the basis for any use of nuclear weapons was set out in Russia's nuclear doctrine.

He explained that the guidelines allow the use of nuclear weapons if they, or other weapons of mass destruction, are used against Russia, or if the Russian state faces an existenceal threat from conventional weapons.

"There is no other consideration in this matter," said Peskov.

The Kremlin has explained that the nuclear protection is now expanding to four Ukrainian regions that Moscow has officially annexed.

Last weekend, Ramzan Kadyrov said Moscow should consider using low-product nuclear weapons in Ukraine after a new major defeat on the battlefield.
