Submitting DIPA 2021, Jokowi Asks Ministers And Regional Heads To Carry Out Budget Reform

JAKARTA - President Joko Widodo (Jokowi) provided the Ministries and Institutions' Budget Implementation List (DIPA) and the 2021 Transfer to Regions and Village Fund (TKDD) Ledger to ministers, institutional leaders to governors and regional leaders.

When submitting DIPA and TKDD 2021, Jokowi asked the ministers and heads to carry out budget reforms. This is important to support Indonesia's economic recovery.

"I ask all regional heads of ministers to reform the budget, so that they can move the national and regional economies. The benefits of the APBN and APBD are careful, effective and right on target," he said, quoted from the Presidential Secretariat Youtube account, Wednesday, November 25.

According to Jokowi, in the face of many uncertainties due to the COVID-19 pandemic, flexibility in budget use is very important. He also asked his maid to apply the principle of prudence.

"Our job is to help the people and of course caution, transparency of accountability is part of it," he said.

Four Focus on Using Budget

Not only that, Jokowi also emphasized four focuses in the use of the 2021 DIPA and TKDD budgets. This focus is expected to help recovery in the health and economic sectors.

First, handling health, this is still in terms of handling COVID-19. Among other things, in strengthening and developing health facilities and infrastructure including laboratories for COVID-19 vaccination.

The second is related to providing social protection for people affected by COVID-19. The economic pressure due to COVID-19 has had a major impact on the poor and vulnerable.

The third is the economic recovery program. The COVID-19 pandemic is also considered to have put pressure on business actors. Therefore, the government provides support to MSMEs and the business world.

Finally, it is hoped that the use of the budget can be used for structural reforms. Thus creating a strong foundation for various sectors

The former governor of DKI Jakarta said that the total allocation of government spending in 2021 was IDR2,750 trillion, up 0.4 percent from 2020. As for the details, IDR 1,035 trillion was for K / L expenditure and IDR795.5 trillion for TKDD budget.

"Of course we will use this expenditure allocation to support economic recovery and restore development priorities in various fields," he said.

A number of fields that get a large share in DIPA 2021 include the health sector Rp. 169.7 trillion, education Rp. 550 trillion, infrastructure sector Rp. 417.17 trillion, social protection Rp. 408.8 trillion, food security Rp. 99 trillion, and information technology development Rp. 26 trillion.
