JAKARTA - Constitutional law expert Refly Harun responded to the actions of politician Ruhut Sitompul who again uploaded an edited photo or meme of the Governor of DKI Jakarta Anies Baswedan on social media.

Refly said Ruhut had repeatedly uploaded memes that resulted in public offence and even reported it to the police. However, the course of the case to date is unclear. On that basis, Refly judged the law to be one-sided.

"I don't know whether this is still mentioned by the rule of law or not, or indeed that law enforcement really depends on the taste of power," Refly said on the YouTube channel Refly Harun, quoted Tuesday, July 5.

In Ruhut's upload this time, Anies Baswedan is shown with a bald head with a sullen face. There are two other photos in his upload, namely President Jokowi and the Governor of Central Java Ganjar Pranowo. However, only Anies's photo was allegedly edited.

Ruhut's upload via his Twitter account @ruhutsitompul also provides a narration in each of his photos, where Jokowi is written as "The Present", Ganjar "The Future" and Anies "Masa Stupid".

Ruhut's report regarding the Anies meme was submitted to the Metro Jaya Regional Police. Ruhut was reported for violating Article 28 paragraph (2) in conjunction with Article 45A paragraph (2) of the Republic of Indonesia Law Number 19 of 2016 concerning the amendment of the Republic of Indonesia Law Number 11 of 2008 concerning Electronic Information and Transactions (ITE).
