Hasto Or Risma Substitute For Tjahjo Kumolo, Background Is Considered To Be The Main Factor For MenPAN-RB

JAKARTA - The seat of the Minister for Administrative Reform Bureaucratic Reform (MenPAN-RB) is vacant after Tjahjo Kumolo passed away on Friday, July 1. President Joko Widodo (Jokowi) appointed Minister of Home Affairs M Tito Karnavian to occupy the ad interim position of MenPAN-RB. Political communication observer at Esa Unggul University, Jamiluddin Ritonga, believes that the replacement for Tjahjo Kumolo will certainly come from the PDI-P (PDIP). Because the seat of MenPAN-RB since the beginning of the period has been occupied by the party cadre chaired by Megawati Soekarnoputri.

According to Jamiluddin, PDIP Secretary General Hasto Kristiyanto has a relatively large chance of replacing Tjahjo. This is because, apart from being close to Megawati, Hasto is also one of the top PDIP officials who has yet to get a position in the executive.

"It's just that Hasto's background doesn't seem right for the minister for Administrative Reform and Bureaucratic Reform (MenPANRB). That will make it difficult for Hasto to lead the ministry," said Jamiluddin in Jakarta, Tuesday, July 5. "In fact, this ministry needs to be led by competent figures in their fields so that the state apparatus and bureaucracy can be addressed more quickly and in a focused manner," he continued.

Therefore, Jamiluddin considered, Tri Rismaharini was more qualified to replace Tjahjo. Because he said, Risma has experience as mayor of Surabaya and Minister of Social Affairs.

"With this experience, Risma has at least understood the regional and central bureaucracy, including the professionalism of the ASN. This provision will make it easier for her to fix the ASN and the bureaucracy," he said.

In addition, added Jamiluddin, Risma is also a disciplined figure. According to him, this attitude can make Risma regulate regulations to discipline ASN.

"So, instead of Hasto, it seems that PDIP is better off proposing Risma to replace Tjahjo. That choice will be taken if PDIP really wants its ministers to be competent in their fields," he concluded.

Previously, the chairman of the PDIP DPP Djarot Syaiful Hidayat mentioned a number of names that could replace Tjahjo Kumolo in the cabinet. There are Central Java Governor Ganjar Pranowo and North Sulawesi Governor Olly Dondokambey.

"We have a lot of stock, including Pak Ganjar, Pak Olly, as governor. So we have a lot of good stock, not to mention our regional heads in districts/cities and provinces and so on," said the former governor of DKI.

In addition, continued Djarot, PDIP Secretary General Hasto Kristiyanto and Deputy Chairperson of the PDIP Faction MPR Ahmad Basarah could also replace Tjahjo Kumolo in the position of MenPAN-RB.

"Pak Hasto can do it too. It means do we have a lot of stock, Mr. Basarah can do it, we have a lot of stock, yes, from PDIP, there is a lot of stock, Mr. Basarah is okay, Mr. Hasto is okay, depending on the assignment," said Djarot
