Ministry Of Home Affairs Denies Disability E-KTP Program Related To The 2024 Election

JAKARTA - The Director General of Population and Civil Registration of the Ministry of Home Affairs (Kemendagri) Zudan Arif Fakrullloh emphasized that the program to launch the recording and issuance of electronic identity cards (e-KTP) for persons with disabilities has nothing to do with the 2024 election.

"I often get responses like that, here I convey that the program for publishing population documents such as biodata, e-KTP (e-KTP), and KIA for persons with disabilities has absolutely nothing to do with the 2024 General Election," he said at the Recording and Publishing Ceremony. e-KTP for People with Disabilities in Palembang, quoted from Antara, Wednesday 22 June.

He explained that the launching program had been going on for the past few years with careful planning because the government's goal in implementing this program was to optimize population administration services completely without discrimination and update data on persons with disabilities.

He said that the need for data collection on persons with disabilities has not yet been comprehensively compiled nationally.

"We are aware that population administration services are not yet complete because only about 600 thousand people (persons with disabilities) are served by adminduk, most of whom are on the island of Java out of 34 provinces. Thus, the Directorate General of Dukcapil, Ministry of Home Affairs continues to socialize the massive declaration program to every region, including South Sumatra," he said.

Zudan hopes that the South Sumatra Provincial Government can speed up data collection on population administration (adminduk) of its people, especially people with disabilities, to achieve this year's national target of 40 percent.

One of the benefits of having a child identity card (KIA), he added, is to make it easier for people with disabilities to get social or health assistance from the central government.

"Yes, children with disabilities need to get social or health assistance, so we Dukcapil encourage acceleration, including for ODGJ (people with mental disorders)," he said.

In carrying out the acceleration of data collection, he said, the South Sumatra Provincial Government was asked to form an integrated team to implement a ball pick-up scheme, as has been done by large provinces on the island of Java.

He said the integrated team involved Disdukcapil, Dinsos, and Disdik officers whose job was to go directly to the field to record and record persons with disabilities themselves.

“A total of 600 thousand people with disabilities consist of the speech impaired, the deaf, the visually impaired, and the mentally retarded already have a KIA identity and an e-KTP. Most of them come from West Java, East Java, and Central Java by implementing a pick-up-ball scheme so that from there South Sumatra can make it more effective," he said.

He expects full support from regional heads and other relevant agencies to provide sufficient budget so that the implementation of the population administration program can be completed.

"If we can, our target this year is that all population administrations for people with disabilities, including ODGJ, will be 100 percent served," he said.
