PALEMBANG - The defendant, former Regent of Musi Banyuasin (Muba), South Sumatra, Dodi Reza Alex is said to have ordered someone to set the percentage of his share of each infrastructure development project at the local district PUPR office.

This statement was made by the defendant Herman Mayori, the former Head of the PUPR Office of Muba when testifying in the trial of the alleged receipt of bribes for the construction of four infrastructure projects at the local district PUPR Service in 2021, at the Palembang District Court.

"What is said to have received an order from Regent Dodi to set the percentage is Badruzzaman alias Acan," said Herman Mayori in a trial led by Judge Yoserizal, quoted by Antara, Thursday, June 9.

Herman explained that he knew this directly when he met Dodi Reza to ask about the percentage of project allotment money at the Muba PUPR Service. Herman said that in the past there was a 10 percent quota for the regent.

The second meeting took place around June 2017, which was the early days of Dodi Reza serving as Regent of Muba.

“After his inauguration as regent around June-July 2017, I asked him if he was still in effect (percentage of project allotment money for the project). The Regent did not answer, but he spoke directly to Badruzzaman alias Acan," he said.

After that, he continued, Badruzzaman called himself to inform him that the 10 percent percentage of the project allotted money for the regent was still valid.

"Yes, the 10 percent percentage is still valid, I got information from Badruzzaman. Badruzzaman has the status of an Expert Staff of the Regent who called me after I met Pak Dodi Reza," he said.

After that Badruzzaman several times asked Herman for money on behalf of the regent's orders, most recently in January 2021, worth Rp. 1.5 billion, then Rp. 1 billion, and in March 2021 around Rp. 300 million.

He admitted that the money given to each of them came from the contractor for the construction of four infrastructure projects at the Muba PUPR Service in 2021 on behalf of Suhandy, who had ensnared him as a defendant in this alleged bribery case.

“I informed Eddi Umari (Head of SDA/PPK) to prepare the money that Badruzzaman asked for to Suhandy. After receiving it, he ordered Irfan (Head of Bridge and Road Preservation) to deliver the money to Badruzzaman, meaning to the regent,” he added. However, he admitted that he had never directly asked Dodi Reza whether he had received the money from Badruzzaman.

"Then there was another request in August 2021 that he (Badruzzaman) asked to collect the money, but it has not been submitted yet, because we were caught in the KPK's arrest operation in October, and it became evidence that was confiscated by the KPK," he said. This is in line with the testimony of the defendant Eddi Umari who was present at the trial, as well as confirming that there was a percentage of 10 percent for the regent which was given through Badruzzaman.

Meanwhile, the defendant Dodi Reza in his testimony at the trial denied that he had received and or ordered someone to take care of the project allotment money as stated by the other defendants.

"I have never accepted and ordered anyone," he said.

It is also known that in this case Dodi Reza Alex was presented directly by the KPK Public Prosecutor (JPU) in the trial with the agenda of listening to his testimony with two other defendants, namely Herman Mayori as the former Head of the PUPR Office Muba and Eddi Umari, former Head of the SDA/PPK PUPR Division. The KPK prosecutor accused Dodi Reza Alex of allegedly accepting gifts or promises from Suhandy as the winner of four infrastructure development projects at the Muba PUPR Service in 2021 through Herman Mayori and Eddi Umari, the total amount of which was Rp. 4.4 billion in accordance with the respective agreed percentages. previously.

In detail, the percentage distribution of the money allocation is 10 percent for the Regent, 3-5 percent for the Head of the PUPR Service, 2-3 percent for the Head of the SDA/PPK Division of the PUPR Office, including 3 percent for ULP, 1 percent for PPTK and other administrative divisions. including treasurer.

The four projects that Suhandy worked on were the Rehabilitation of the Ngulak III Irrigation Area (IDPMIP) in Ngulak III Village, Sanga District with a contract value of Rp. 2.39 billion, the improvement of the irrigation network for the Epil Rawa Irrigation Area (DIR) with a contract value of Rp. 4.3 billion. irrigation network of DIR Muara Teladan with a contract value of Rp. 3.3 billion and the normalization of Lake Ulak Ria, Sekayu District with a contract value of Rp. 9.9 billion, with a contract value of around Rp. 19 billion.
