DKI Pemprov Disburs Around Rp1 Trillion To Tackle Floods

JAKARTA - Around IDR 1 trillion was disbursed by the DKI Jakarta Provincial Government as a result of the National Economic Recovery Loan (PEN), to the Water Resources Service (SDA) to finance various flood management projects in the Capital City during 2020.

"Exactly, if I'm not mistaken, the flood was above Rp1 trillion," said DKI Jakarta Deputy Governor Ahmad Riza Patria in Jakarta, as reported by Antara, Friday, October 23.

Riza explained that such a large amount of funds will be allocated for various projects, such as a program for dredging garbage in rivers, building drainage, repairing pumps and land acquisition, with the hope that it can be maximally absorbed so that flooding can be reduced.

"Regarding the pump, there are always improvements or revitalizations. There are always new ones, because when talking about pumps in Jakarta, even though we have a large number of pumps, the number is still insufficient, so we repair and add pumps every year," he said.

The DKI Jakarta Provincial Government receives a loan of IDR 12.5 trillion from the central government through PT Sarana Multi Infrastruktur (Persero), which is given in stages until 2022.

However, for 2020, the Deputy Governor said, the amount of funds received was IDR 3.2 trillion, with details of IDR IDR1 trillion for flood prevention, and the remaining IDR 2.2 trillion for transportation and cultural infrastructure.

The funds, said Riza, are divided into projects to improve flood control infrastructure for Rp1,008,275,517,009; improvement of infrastructure to improve drinking water services Rp14,911,954,000; increase in waste management infrastructure Rp. 91,675,000,000.

Then, the increase in transportation infrastructure is Rp768,141,022,694; increase in tourism and cultural infrastructure (TIM) IDR 200,000,000,000; increase in sports infrastructure (JIS) Rp1,182,000,000,000.

Previously, it was stated that the Jakarta Capital City Revised Regional Revenue and Expenditure Budget (APBD) in 2020 had a deficit due to the COVID-19 pandemic. Initially, the 2020 pure APBD was set at around Rp. 87.9 trillion, but during the APBD-P, the value is predicted to decline to Rp. 60 trillion.

"So indeed (the APBD) has contracted quite a lot by around 46 percent," said Deputy Chairman of the DKI Jakarta DPRD from the Gerindra faction Mohamad Taufik.

According to him, the APBD-P value includes a National Economic Recovery Fund (PEN) loan from the central government of IDR 3.2 trillion. In fact, DKI has applied for loan funds to the central government amounting to IDR 12.5 trillion, but the funds are disbursed gradually every year until 2022.

"We got a PEN loan, from there we explore it and this year it will be Rp. 3.2 trillion. It will be used for six activities. Later there will be cultural infrastructure and a number of projects that were set for 2020, but were constrained by COVID-19. using PEN, "he said.

He gave an example, a number of projects funded using loans from the center were the construction of the Jakarta International Stadium (JIS), the land acquisition for the Ciliwung River as well as the underpass and flyover projects in Lenteng Agung and Tanjung Barat which stopped when it was 90 percent.

It is targeted that the APBD-P ratification will be held on November 13, 2020, through a plenary meeting.
