Viral Garbage Dumpers In Kalimalang Bekasi Are Threatened With Criminal Sanctions

JAKATRTA - Three people who dispose of garbage in Kalimalang, Bekasi Regency, West Java whose videos are widely circulated on social media are threatened with a maximum of six months imprisonment or a fine of up to IDR 50 million.

"The perpetrator was on behalf of Abun Gunawan as the owner, Rahmat Apandi the driver, and Agung as the chief," said Bekasi Metro Police Chief Commissioner Hendra Gunawan during the release of the case at the Bekasi Metro Police Headquarters, Thursday evening.

The three perpetrators were suspected of violating Article 20 letter (b) in conjunction with Article 46 of the Bekasi Regency Regulation Number 4 of 2012 concerning Public Order.

The contents are that every person or body is prohibited from disposing and piling up garbage on roads, green lanes, parks, rivers and other places that can damage the beauty and cleanliness of the environment.

"Violation of the provisions stipulated in the regional regulation is a maximum imprisonment of six months or a maximum fine of fifty million rupiah," he said.

The Bekasi Metro Police fully hand over law enforcement on this case to the Bekasi District Civil Service Police Unit as the enforcer of the regional regulations.

"Because this is a violation of regional regulations, the authority to enforce the Perdanya rests with the Satpol PP," said the Police Chief.

Head of the Regional Regulation Enforcement Division at Satpol PP Bekasi Regency Kadarudin said the three perpetrators were not detained until his party completed further investigations because they were considered cooperative enough.

"Because this is a minor crime, we will adjust it again to regional regulations," he said.

On the same occasion, the Bekasi Metro Police also handed over a number of evidence of this case to the Bekasi Regency Satpol PP for further investigation, including a white Daihatsu minibus type Blind Van with police number B 9338 FCC on behalf of Abun Gunawan.

Then one car key unit, motor vehicle scale test card with the number: Bks 31655 A, and the vehicle registration for the Daihatsu minibus type Blind Van with Police number B 9338 FCC and frame number MHKB3BA1JDK019076 and engine number MC21394.

This case began when the perpetrator Agung threw four large black plastic bags filled with garbage towards the Kalimalang River, to be precise, the line on Jalan Raya Inspeksi Kalimalang Number 8 Kelurahan Setia Darma, Tambun Selatan District on Sunday (18/10) at 17.30 WIB.

The officer then went to the scene of the case and asked for testimony from a number of witnesses. The local neighborhood association said that the owner of the vehicle along with the driver and his assistant were at the scene. The perpetrator Agung was also seen throwing the trash into the river.

After receiving complete information, the officers then secured the vehicle owner and driver to the Bekasi Metro Police Headquarters for further information. To the officers, the perpetrator admitted that the trash contained shrimp, fish and cardboard left over from Abun Gunawan's child's birthday.
