Ministry Of PUPR Completes Revitalization Of Three TPAs In East Java

JAKARTA - The Ministry of Public Works and Public Housing (PUPR) has finished revitalizing 3 Final Processing Sites (TPA) for waste in East Java Province.

PUPR Minister Basuki Hadimuljono said the handling of the waste problem in East Java Province could be done through two aspects, namely structural by building solid waste infrastructure and non-structural such as encouraging clean and healthy living behavior in the community.

“The construction of municipal/district-scale waste processing infrastructure is considered effective for the volume of waste that is not too large, so that waste reduction can be carried out starting from the source. District or city government support is also needed, especially in providing land," said Minister Basuki in a written statement received by Antara in Jakarta, Tuesday.

The three TPAs that have been revitalized are Supit Urang Trash TPA in Malang City, Jabon in Sidoarjo Regency, and Sekoto in Kediri Regency. The development of the three TPAs uses a sanitary landfill system to minimize the impact of pollution, both water, soil, and air so that it is more environmentally friendly.

The development of the Supit Urang TPA sanitary landfill system has been carried out since July 2018 and will be completed in 2020. This TPA has a capacity of 953,340 m3 to serve 707,015 people of Malang City household waste, equivalent to 400 tons/day.

The waste management of the sanitary landfill system at the Supit Urang TPA begins with weighing waste and sorting organic, inorganic and residual waste. Organic waste is processed through a composting facility with a maximum load of 15 tons/day. Inorganic waste will be sorted manually in a sorting area with a capacity of 35 tons/day. Meanwhile, residual waste will be compacted, stored in landfills, and filled with soil when the load reaches the maximum limit.

Furthermore, the Jabon Garbage TPA in Sidoarjo which has also been completed in 2020 by utilizing an area of 18.8 hectares to build a sanitary landfill system for waste processing. Since 2018, the Jabon TPA has started the construction of a 5.89 hectare sanitary landfill with a capacity of 1,650,000 m3.

Similar to the Supit Urang TPA in Malang, the Jabon TPA was built with the Emission Reduction in Cities–Solid Waste Management (ERIC-SWM) program capable of accommodating household waste of Sidoarjo residents, amounting to about 900,000 people or the equivalent of 450 tons/day.

The management system uses a sorting technique with a capacity of 35 tons/day, composting with a capacity of 15 tons/day, and a waste treatment plant (IPL) with a capacity of 300 m3/day with a service life of 5-7 years.

Lastly, the Sekoto Waste TPA which will be completed in 2021. This TPA Garbage service has been started since 1985 covering 9 sub-districts in Kediri Regency with an open dumping system. This TPA has exceeded its capacity, even covering operational roads.

Planning for the construction of a new landfill has begun in 2018 and will begin in 2020 based on a landfill control system equipped with an IPL with an area of 4 hectares.

The financing for the Sekoto TPA is funded through the Multi Years Contract (MYC) scheme for the 2020/2021 State Budget, amounting to Rp. 31 billion. The presence of the Sekoto TPA has a positive impact on the surrounding environment, including the reduction of the pungent smell of garbage and the rivers that were once polluted are relatively cleaner.
