JAKARTA - The Ministry of Communication and Informatics (Kominfo) has begun to stop broadcasting television or analog TV to switch to digital TV. The first phase of analog broadcasting (Analog Switch Off/ASO) will be stopped on April 30, 2022.

The Minister of Communication and Information as the regulator has determined the ASO schedule based on the Minister of Communication and Information Technology No. 6 of 2021 as amended by Minister of Communication and Informatics Regulation No. 11 of 2021.

Related to this, the Director of the Indonesian Information Society Empowerment Development Institute (LPPMII), Kamilov Sagala, submitted an open letter as well as a legal opinion to the Minister of Communication and Information.

According to LPPMII, the implementation of FTA TV digital migration is always fraught with various problems. Moreover, according to Kamilov, Ministerial Decree 22/2011 and its derivative products, namely 33 Decrees of the Minister of Communication and Informatics concerning the Determination of LPPPM are considered legally invalid and declared null and void by the Jakarta State Administrative Court.

His party also considered that the government seemed to only focus on the research results of the Boston Consulting Group in 2017 which predicted a very large multiplier effect that would be generated from the digital dividends resulting from the implementation of the ASO.

Meanwhile, on the other hand, the pandemic and the impact of COVID-19 on the economic decline and other social impacts during the last two years certainly did not become an assumption variable in conducting this research.

"That the implementation of the ASO phase I program has the potential to harm the community because it will result in groups of citizens who cannot enjoy digital TV broadcasts," he added.

He reminded that the government must really pay attention to the smooth distribution of STB evenly throughout the territory of the Republic of Indonesia because obstacles in the distribution of STB will result in violations of the Constitutional Rights of the Citizens.

According to him, the obstacles in the production process and distribution of STB to the public have the potential to directly reduce the number of television viewers in the midst of the onslaught of digital disruption, which can cause TV to become irrelevant, resulting in a drastic reduction in advertising rates.

Due to these considerations, LPPMII proposes that the Ministry of Communication and Informatics immediately hold a sit-down involving all broadcasting stakeholders, and not just the multiplexing LPS and digital LPS that support ASO.
