JAKARTA - The formation of the Flood Special Committee (pansus) containing members of the DKI DPRD was only heard again when they held a meeting on Monday, October 5.
In fact, the plan to form the Flood Special Committee had been voiced since early January 2020. Then, the flood special committee was formed in July through a DPRD Decree.
According to the viewpoint of the Chairman of the Jakarta City Citizens Forum (FAKTA), Azas Tigor Nainggolan, the formation of the DPRD Flood Special Committee is arguably the hero of being late. Therefore, floods have occurred since a few days ago.
"Yesterday, Jakarta flooded again several times. Besides, this is from January (on discourse), it continues to move towards the end of the year. This is proof that the DPRD's working method is not correct," said Tigor when contacted, Wednesday, October 7.
In fact, according to Tigor, flooding in Jakarta is a classic problem that residents regularly face. The DPRD has always been able to supervise and seek problems from flood prevention and control prepared by the DKI Jakarta Provincial Government.
"There are a lot of flood problems. There are 2 things that are not working, namely the early warning system and emergency assistance. For example, BMKG has provided information from last month, but the provincial government just prepares it last week. Well, this should be paid close attention to the DPRD," Tigor explained.
Moreover, Tigor views that throughout the history of the DKI DPRD there has not been a special committee formed that works effectively. According to him, the existing special committee usually only spent the budget.
"In its history, the special committee in the DPRD has never had any results. Throughout the history of the DPRD, they have only formed a budget meeting," he said.
For information, last Monday the DKI Jakarta DPRD Flood Special Committee held a meeting to respond to the floods that occurred on September 21 and October 4. This meeting presented the Water Resources Agency (SDA) and the DKI Regional Development Planning Agency (Bappeda).
In the meeting, the Chairman of the Special Committee for Floods at the DPRD DKI Zita Anjani questioned that the flood management program was not implemented properly in the field.
"We have heard his explanation, from long-term, medium-term, to short-term plans. But with the existing plan, the floods in DKI are getting worse, that's what we want to explore," said Zita.
