Regional Heads Asked To Follow Jokowi's Directions On THR And 13th Salaries Of ASN, Ministry Of Home Affairs: Sourced From APBD

JAKARTA - President Joko Widodo (Jokowi) has announced the provision of holiday allowances (THR) and the 13th salary for state civil servants (ASN). The regional head was asked to immediately follow up on this matter.

The Minister of Home Affairs, Tito Karnavian, asked all regional heads to draw up a regional head regulation (perkada) that regulates the provision of THR and the 13th salary in 2022. This was conveyed by the Secretary General of the Ministry of Home Affairs, Suhajar Diantoro.

"The Minister of Home Affairs (Tito Karnavian) has asked regional heads to immediately follow up on President Joko Widodo's directives to immediately draw up a local regulation regarding the provision of THR and a 13th salary sourced from the APBD," said Suhajar in Jakarta, as quoted by Antara, Saturday, April 16, 2022.

Diantoto stated that in the provision of THR and 13th salary, ASN and regional officials must utilize funding sources from the 2022 APBD. For regional governments that do not have budget allocations for THR and 13th salaries, the Ministry of Home Affairs asks that they must be provided by optimizing employee budget allocation.

"For regions that do not have sufficient budget allocations for the 2022 APBD, they must immediately provide them by optimizing the employee budget allocation," he said.

He added that the management of THR and the 13th salary must be carried out in an orderly, transparent and accountable manner in accordance with applicable regulations. Of course, it must also pay attention to regional financial conditions.

For all governors, as representatives of the central government in the regions, he said they must monitor the district and city governments in their respective provinces.

"Fellow governors, as representatives of the central government, should monitor the district and city governments in providing the THR budget allocation and the 13th salary in their respective provinces," he said.
