JAKARTA - National Police Chief General Idham Aziz issued a secret telegram (TR) regarding the anticipation of demonstrations and labor strikes to reject the Omnibus Law or the Work Creation Bill (RUU) on October 6 to 8, 2020.

"The National Police did not give permission for demonstrations or other activities that led to crowds with the aim of preventing the spread of COVID-19. This is also in line with the Chief of Police's Declaration. We ask the public to comply," said Argo.

In fact, in this program the National Police Chief also ordered all his staff to conduct cyber patrols on social media. The goal is to prevent the spread of false or hoax information related to the Ombibus Law issue.

In the Secret Telegram (TR) letter, there are at least 12 points of orders from the Chief of Police, including:

1. Carry out active intelligence functions and early detection and detection of actions against elements of labor and society in order to prevent unrest and strikes that could lead to anarchist actions and social conflicts in their respective areas.

2. Mapping strategic companies / production centers in their respective areas and providing security guarantees from threats / provocations that force them to participate in unras and strikes.

3.Prevent, reduce and divert unras actions carried out by labor groups and their allied elements to prevent the spread of COVID-19

4. Coordinating and building effective communication with APINDO, Disnaker, labor leaders, students and other elements of society in order to maintain a conducive Sitkamtibmas in the midst of the Covid-19 pandemic.

5. Conduct cyber patrols on social media and media management to build public opinion that does not agree with the rally amid the Covid-19 Pandemic.

6. Counter-narrative on issues that discredit the government.

7. Strictly not giving permission for activities, whether demonstrations or other crowd permits.

8. Efforts should be made upstream (starting point before gathering) and carry out open and closed PAM

9. Do not intercept on toll roads as this will result in the closure of toll roads which can become a national and international issue (This is precisely what they want).

10. Do not beat crimes using articles of the Criminal Code, Health Quarantine Law, and others.

11. Prepare a draft UNRAS by adhering to the PERKAP No. 16 of 2006 concerning crowd control, PERKAP NO 1 of 2009 concerning the use of force in police action and procedure number 1 of 2010 concerning the prevention of anarchism.

12. Report the readiness and every activity made to the Chief of Police, Assistant Chief of Police. This secret letter is an order to be guided and implemented.
