Formula E Circuit Budget Adds IDR 10 Billion, PDIP: Fake Contract!

JAKARTA - The cost of constructing the Formula E circuit has swelled beyond the predictions of the DKI Provincial Government. BUMD PT Jakarta Propertindo added a budget of IDR 10 billion to PT Jaya Konstruksi, which is working on the construction of the track.

This cost is budgeted from Jakpro company funds. Now the cost of constructing the Formula E circuit is IDR 60 billion from the previous IDR 50 billion.

This additional budget was criticized by the chairman of the PDIP faction of the DKI DPRD, Gembong Warsono. The increase in the cost of the circuit, said Gembong, shows that the tender contract for the construction is fake.

"There was already an initial agreement on the contract, what was the initial agreement? How come suddenly on the way once it was done there was an unreasonable cost overrun," said Gembong when contacted, Monday, March 7.

In fact, according to Gembong, if the amount of the cost has been stated in the contract, then the cultivating company must be prepared to bear all risks, including the consequences of rising construction costs.

"When there are additional costs, yes there are consequences, there are additional costs. If you want it like that, yes, a new contract because it is not in accordance with the first contract," said Gembong.

From this incident, Gembong became increasingly suspicious that the tender process for the electric car racing track had been planned.

This starts from the failed tender in the first procurement, then the tender is repeated again. Then, the winner of the tender is Jaya Konstruksi, which is a subsidiary of the DKI BUMD.

"If you add another 10 billion rupiah, it's called collusion. Right from the start, I suspected that the determination of the winner was aimed at Jakon (Jaya Konstruksi), that's already suspicious," he said.

It is known, as of March 6, the progress of construction which has begun to pave the circuit has reached 52 percent. Circuit work is divided into 5 zones. The most difficult zone to work on is zone 5. The zone, which is located on the easternmost side of the Ancol area, covers 40 percent of the circuit work.

Construction of the Formula E circuit is currently still ongoing. The person in charge of Formula E construction at PT Jaya Konstruksi, Ari Wibowo, admitted that the cost of the track construction in the Ancol area increased by Rp. 10 billion.

Ari explained the reason for the increase in the cost of working on the Formula E circuit. He explained that there was additional work that was not included in the predictions of Jakpro and Jaya Konstruksi, namely hardening of the soft soil.

"There are jobs that can be seen, some are unseen (not visible). For example, how many meters of soft soil is there in this soil, how soft is it. That's unseen," said Ari on Sunday, March 6.

"So, the unseen finally becomes a priority, it is estimated. It turns out that the unseen that is invisible is heavier," he added.
