Sale And Purchase Of Land Must Attach Proof Of Participation In BPJS Kesehatan, Moeldoko: Very Logically

JAKARTA - Presidential Chief of Staff Moeldoko said the requirement to attach proof of BPJS participants in the process of buying and selling land should not be a problem. He said this requirement was very logical and would not cause any problems.

"Logically, people who can buy land are people with a relatively good economic level. It shouldn't be a problem to pay class 2 or class 1 BPJS premiums," said Moeldoko in a written statement, Wednesday, February 23.

Moeldoko also explained that this requirement should not be viewed negatively. The reason is that if the buyer is still not an active participant of BPJS Health at the time of submitting the application, the administrative process will continue.

It's just that, he continued, buyers are still required to attach proof of BPJS Health participation when taking documents.

"However, it should be noted that this provision only applies to one service that is the responsibility of ATRBPN, namely only buying and selling land. It does not include grants or anything else," said the former TNI Commander.

"This provision is only given to the buyer, not to the seller," he added.

For information, the number of BPJS Health participants is 236 million or about 86 percent of Indonesia's population as of January 31 this year. Of this amount, 139 million of them are recipients of contribution assistance (PBI) whose contributions are paid by the government and 32 million of them are non-active participants or are in arrears.

This condition then caused a financial deficit at BPJS Health which led to the issuance of Presidential Instruction (Inpres) No. 1 of 2022 concerning Optimizing the Implementation of the National Health Insurance (JKN). From these instructions, there are 30 ministries/agencies that must support the program.

One of them is the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) which then announced that the BPJS Health card would be a condition for buying and selling land as of March 1.
