During The Trial, Suhandy Admitted To Giving Bribes To The Muba Regent, Dodi Reza Alex

PALEMBANG - Defendant Suhandy as Director of PT Selaras Simpati Nusantara admitted to having given bribes to the inactive Regent of Musi Banyuasin, South Sumatra (Sumsel) Dodi Reza Alex and officials at the district PUPR Service.

This confession was conveyed by Suhandy, who was presented by the Public Prosecutor of the Corruption Eradication Commission (KPK) in a trial to prove the case of allegedly giving bribes to Regent Dodi Reza Alex related to four infrastructure projects at the PUPR Office Musi Banyuasin in 2021, at the Palembang District Court, Thursday, February 10.

The defendant Suhandy said that in order to win the four infrastructure project packages with a total construction value of Rp. 20 billion, he had to provide a fee commitment (bribes) that had previously been determined.

The distribution of the commitment fee is 10 percent each for the inactive Regent Dodi Reza Alex, 3-5 percent for the inactive Head of the PUPR Service Herman Mayori, 2-3 percent for the inactive Head of the SDA/PPK Division of the PUPR Office Eddi Umari.

Then, 3 percent for ULP, 1 percent for PPTK Dian Pratama and Frans Sapta Edwar and other administrative divisions including the treasurer.

"It's true that if I don't give the fee, I can't get a project there," said defendant Suhandy before the panel of judges chaired by Judge Abdul Aziz, as reported by Antara.

According to Suhandy, he will hand over the fee commitments in stages according to the request of the relevant parties before the project tender begins. Starting in March 2020, he said, he gave Dodi Reza a fee of IDR 2 billion and then IDR 600 million.

The award was given after previously being asked by Eddi Umari as the party who set the fee commitment for the project to be carried out, until the project was finally won by Suhandy.

"After that, the commitment fee is for the others," he said in response to the KPK prosecutor's question.

The final fee submission, he said, was Rp. 250 million which was obtained in the sting operation (OTT). The money was handed over after a request from Herman Mayori through Eddi Umari.

After the testimony of defendant Suhandy was deemed sufficient by all trial participants, the panel of judges closed the trial and will resume it on Thursday (17/2) next week, with the agenda of reading the prosecution from the KPK prosecutor.

Previously, in this case, Suhandy was accused by the KPK prosecutor of giving a "fee" of Rp. 4.4 billion. Each to the inactive Musi Banyuasin Regent Dodi Reza Alex through Herman Mayori as the Head of the PUPR Service, Eddi Umari as the Head of the SDA/PPK Division of the PUPR Service, the distribution of which is based on the agreed percentage.

After Suhandy agreed with the fee commitment, then the PUPR Office Musi Banyuasin signed a contract to determine Suhandy as the winner of the four projects around March-April 2021. The four projects are the Rehabilitation of the Ngulak III Irrigation Area (IDPMIP) in Ngulak III Village, Sanga District with a contract value of IDR 2.39 billion, an increase in the irrigation network of the Epil Rawa Irrigation Area (DIR) with a contract value of IDR 4.3 billion, an increase in the irrigation network (DIR) of Muara Teladan with a contract value of IDR 3.3 billion and the normalization of Lake Ulak Ria, Sekayu District with a value of contract of Rp. 9.9 billion.

In the course of the four projects, including Lake Ulak Ria and Irrigation Ngulak III, which were completed first, the other two have not yet been completed.

For his actions, Suhandy as a bribe giver is suspected of violating Article 5 paragraph (1) letter a or Article 5 paragraph (1) letter b or Article 13 of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001.

Meanwhile, Dodi Reza Alex, Herman Mayori, Eddi Umari who were suspected of receiving bribes from Suhandy were named suspects on suspicion of violating Article 12 letter (a) or Article 12 letter (b) or Article 11 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts. Corruption as amended by Law Number 20 of 2001 in conjunction with Article 55 paragraph 1 of the Criminal Code.
