JAKARTA - Executive Director of the Indonesian Police's Strategic Studies Institute (Lemkapi) Edi Hasibuan said the proposal for the National Police's Professional and Security Division (Propam) to have the authority to process criminal police officers was excessive.

"We see that this idea still needs to be studied. There should be no overlapping of authorities with the Criminal Investigation Agency in carrying out criminal proceedings in the field," said Edi in a written statement in Jakarta, Antara, Friday, February 4.

He said Propam already has its own authority in processing Polri members who behave deviantly, as regulated in the National Police Chief Regulation (Perkap) Number 6 of 2017 concerning Organizational Structure and Work Procedures of Organizational Units at the Police Headquarters Level.

In Article 6 of the Perkap, he said, it was stated that the task of Propam was to enforce law, order and maintain discipline for members of the Police. Propam, he said, was also given the authority to propose members of the police who violated the discipline and code of ethics to the internal police trial.

"In our opinion, this authority is only carried out properly. God willing, the performance of the Police in the future will be even better," said this expert on police law from Bhayangkara University, Jakarta.

According to him, the success or failure of the National Police Chief depends on law enforcement and ethical and professional development carried out by the National Police Propam as an internal police supervisor.
