JAKARTA - The chairman of the DKI DPRD, Prasetyo Edi Marsudi, has urged the DKI Provincial Government to disclose the amount of the operational allowance for the Governor of DKI Anies Baswedan and his deputy, Ahmad Riza Patria, to the public.
However, the Deputy Chairperson of the DKI DPRD from the Gerindra faction, Mohamad Taufik, sees this as unnecessary. This is because the DPRD can access the budgets included in the APBD.
"What for? If the matter of the APBD can be accessed, you just have to look there. It doesn't need to be opened to the public," said Taufik when contacted, Monday, January 17.
Taufik said that the operational allowance of the Governor and Deputy Governor of DKI is a right regulated by law. As long as it's in accordance with the rules, then it's not a problem.
"There are rules for the allowance. We'll just have to look at the APBD. As long as it's in accordance with the procedures in the APBD, it's legal. No provisions have been violated. It's done, it's simple," said Taufik.
For information, Prasetyo's insistence that he wanted to know the amount of Anies and Riza's allowances was conveyed twice in a row at the DPRD Budget Board (Banggar) meeting.
This member of the PDIP faction of the DKI DPRD to find out the nominal allowance for Anies and Riza was revealed after a lot of discussion regarding the increase in allowances for council members by Rp. 26.42 billion in 2022. Thus, the total allowance for 106 DPRD members is Rp. 177 billion in one year.
In the Budget Board meeting discussing the Ministry of Home Affairs' evaluation of the 2022 DKI Regional Budget Raperda on Tuesday, January 11, Prasetyo admitted that he did not want only DPRD members to be highlighted for receiving an increase in allowances. This is because Anies and Riza also receive an annual operational allowance.
"In this forum, please Pak Sekda through BPKD explain how many operations the Governor and Deputy Governor have and all their equipment? Let the public also know that the DPRD is always the one to blame, the DPRD again," said Prasetyo at the DKI DPRD building, Tuesday, January 11.
However, DKI Regional Secretary Marullah Matali could not answer because he did not bring data regarding the amount of operational allowances for people number 1 and 2 in DKI.
Discussions continued at the Banggar meeting on Thursday, January 13. Prasetyo, who is also the Head of the Jakarta DPRD Banggar, again demanded that Marullah open the amount of Anies and Riza's operational allowances this year.
Marullah was apparently still unable to explain because he did not bring an explanation regarding the details of the DKI governor's operational allowance as requested by the Budget Agency at the previous meeting.
Marullah only explained that the percentage of operational support costs for the governor of DKI in accordance with Government Regulation (PP) Number 109 of 2020 is a maximum of 0.15 percent of Regional Original Revenue (PAD).
In Article 9 paragraph 1 letter F in PP 109/2020 it is stated that the operational costs of regional heads and deputy regional heads of provinces are determined based on the classification of PAD above Rp500 billion, the lowest is Rp1.25 billion and the highest is 0.15 percent.
Not satisfied, Prasetyo asked that nothing be covered up and must be transparent. Considering that the explanation was not satisfactory, Prasetyo asked the DKI Regional Secretary to provide a written and closed answer regarding the details of the DKI Governor's operational allowance from the 2018 period to the DKI DPRD.
"If you don't dare to be transparent and accountable here, sir, make a letter to me tomorrow, the answer, closed and as clear as possible," he added.
