IKN Targeted To Move In The First Semester Of 2024, PKS: Very Hasty And Reckless

JAKARTA - Member of the Special Committee for the Draft Law on the National Capital City (RUU IKN) Hamid Noor Yasin criticized the discourse on the transfer of the status of the state capital which is targeted to be carried out in the first semester of 2024. According to him, the relocation of the capital city from DKI Jakarta to Penajam Paser Utara, East Kalimantan very rush.

Hamid explained, regarding the timing of the transfer of IKN to Penajam Paser Utara (PPU) in the Draft IKN Law based on the Surpres dated September 29, 2021, it was stated in Article 3 paragraph 2 of the IKN Bill, that "The transfer of the status of the State Capital from the Special Capital Region of Jakarta to IKN was carried out on semester I (one) year 2024 and stipulated by Presidential Regulation".

In fact, Hamid said, during the Commission V DPR Working Meeting with the PUPR Ministry in November 2019 it was stated that it would take at least 4 years since 2019 to build various basic IKN facilities such as water resources, roads, bridges and decent settlements.

Meanwhile, he said, the government still does not have the legality to carry out the development. So that the transfer discourse seems rushed.

"Not to mention the status of the pandemic that has not ended after the stipulation of Presidential Decree (Keppres) Number 24 of 2021 by President Jokowi, the state's financial condition is not yet possible to support the financing of IKN development. Where it will take at least around Rp 90 T which will be disbursed from the APBN for the needs of this IKN development.” said Hamid, Thursday, January 13.

Hamid reminded that the construction of facilities is very much needed so that IKN meets the livable requirements. Where in general there are prerequisites for a city to meet the livable criteria, including the availability of basic needs for decent housing, clean water, electricity networks, sanitation, food sufficiency, and others.

Then the availability of public facilities and social facilities such as public transportation, parks, health facilities, and others. Not to mention the security and safety aspects as well as community participation in development.

"This last point has also become one of the highlights of the PKS faction in the draft IKN bill proposed by the government, there is a concept that has the potential to ignore the democratic rights of people living in IKN. in the development of the city,” said this member of Commission V.

Seeing the lack of development time, which is only 2 years left and seeing the state's financial condition that has not allowed it to pursue an early relocation schedule in 2024, as well as taking into account the criteria for a livable city, Hamid said, the PKS faction doubts that the new IKN candidates at PPU can meet the requirements. livable city criteria.

"Not to mention that the current conditions in the field are still frequent and the government can't handle floods. So the PKS faction questioned the government's decision to move IKN from the city of Jakarta, which is still livable, to PPU, which does not necessarily meet the criteria for a livable city," said Hamid.
