BANDUNG - The Cianjur, West Java Resort Police (Polres) have named four perpetrators of the assault on Sutar (45) to death as suspects. Victims who are people with mental disorders (ODGJ) live in Padamulya Village, Cianjur.

"The four suspects, M (36), HS (19), J (39), and MY (26) are residents of Padamulya Village," said Cianjur Police Chief AKBP Doni Hermawan in Cianjur, as reported by Antara, Thursday, January 6.

The perpetrator was named a suspect because he was proven guilty of deliberately assaulting the victim to death. From the hands of the perpetrators, officers secured a number of evidences such as wood, machetes, and handcuffs.

As a result of the actions of the four perpetrators, Article 170 paragraph (2) to 3 of the Criminal Code subsidiary Article 351 paragraph (3) of the Criminal Code concerning violence against people and persecution in public together with the threat of a sentence of 12 years in prison.

"The victim was persecuted in handcuffs and her head was covered with a cloth. After she died, the victim was left on the side of the road. So far, the victim has been held in shackles several times because she often goes on a rampage and attacks residents," he also said.

Previously, Sutar, an ODGJ from Cibingbin Village, Padamulya Village, was found dead on the side of the road with his hands handcuffed and his head covered with a cloth. When he was found his condition was pathetic, with a number of wounds from blunt objects found all over the victim's body.

It is suspected that the victim died as a result of being mistreated by local residents because he was often disturbing and raging, but no one knew exactly what the abuse was. Residents who found the victim's body, found a number of wounds allegedly caused by sharp weapons that had dried up.

"Several times the victim was shackled by residents because he was often disturbing. Even his family was shackled, but managed to escape and became angry. Until finally I received news that the victim died with horrific injuries and was left on the side of the road," said village head Padamulya Parno.
