Even Though Jakarta PPKM Level 1, Anies Bans New Year's Crowd Parade

JAKARTA - DKI Jakarta Governor Anies Baswedan issued Governor's Decree Number 1473 of 2021 concerning the Implementation of Level 1 Corona Virus Disease 2019 Restrictions on Community Activities.

In implementing PPKM Level 1 from December 14, 2021 to January 3, 2022, Anies emphasized the prohibition on celebrating the New Year's parade in crowds.

"Prohibiting New Year's parades and processions, as well as banning Old and New Year events, both open and those that have the potential to cause crowds," Anies wrote in the Governor's Decree, quoted on Thursday, December 16.

Meanwhile, the implementation of worship and commemoration of the 2021 Christmas Day is guided by the technical provisions of the Indonesian Ministry of Religion.

Anies appealed to the entire community to remain vigilant, especially at the moment of welcoming Christmas and New Year's Day, even though currently COVID-19 cases are still declining.

"The current condition (COVID-19 cases are starting to decline), can occur mainly because of our discipline. For that, we remind you again, especially at the moment of welcoming Christmas and New Year's Day, so that the community, we all don't get carried away, don't be careless, keep the health protocols, stay healthy, so that we all don't go back to the tough times like before, when the COVID-19 number rose," explained Anies.

For information, here are the complete rules for activities during the PPKM Level 1:1 period. Activities in the workplace/office- Non-essential sector: 75 percent work from office (WFO) applies to employees who have been vaccinated and are required to use the Peduli Protect application at the entrance and exit of the workplace- Essential sectors: a. Finance and banking only covers insurance, banks, pawnshops, futures exchanges, pension funds, and financial institutions (which are oriented to physical services with customers); - Can operate with a maximum capacity of 100 percent of staff for locations related to services to the community, as well as 75 percent for office administration services to support operations and with the implementation of health protocols more strictly; b. Capital market (which is service-oriented with customers and the capital market operations are running well); c. Information and communication technology includes cellular operators, data centers, internet, postal services, media related to the dissemination of information to the public; d. Non-quarantine handling hotels: - Can operate with a maximum capacity of 100 percent of staff and with stricter implementation of health protocols;

e. Export-oriented and supporting industries where the company must show proof of sample documents for Notification of Export of Goods (PEB) for the last 12 months or other documents showing export plans and are required to have an Operational Permit and Mobility of Industrial Activities (IOMKI) with due observance of technical arrangements from the Ministry of Industry RI:- Can operate with stricter implementation of health protocols with the following conditions: (a) can only operate with shift arrangements with a maximum capacity of 10 percent of staff for each shift only in production facilities/factories; (b) 75 percent for administrative services offices to support operations; (c) are required to use the PeduliLindung application for entry and exit arrangements; and (d) eating employees at the same time.

- Essential sectors in the government sector: Following the technical provisions issued by the Ministry of Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia;

- Critical sectors: a. health; b. security and order; c. disaster management; d. energy; e. logistics, postal, transportation, and distribution especially for the basic needs of the community; f. food and drink and their supporting equipment, including for livestock/pets; g. fertilizers and petrochemicals; h. cement and building materials; i. national vital object, j. national strategic projects; k. construction (public infrastructure including telecommunications and broadcasting infrastructure); and l. basic utilities (electricity, water, and waste management);- Can operate with stricter implementation of health protocols, with the following conditions:1. For letter (a) and letter (b) it can operate 100% (one hundred percent) of the staff without any exceptions.2. For letters (c) to (l) can operate 100 percent of the maximum staff, only in production/construction facilities/services to the community and for office administration services to support operations, a maximum of 75 percent of staff is applied;3. Companies that are included in the sector in letter (d), (e), (f), (g), (h), (k), (l) are required to use the Peduli Protect application which has been started since September 7, 2021 to perform screening of all employees and visitors who enter production/construction/service facilities and office administration areas; 4. Companies that are included in the sector category according to letter (c) must obtain a recommendation from the technical ministry of sector guidance before they can gain access to use the PeduliLindung application.

2. Teaching and learning activities- Education Unit: Implementation of learning in education units can be done through limited face-to-face learning and/or distance learning based on the Joint Decree of the Minister of Education and Culture, Minister of Religion, Minister of Health and Minister of Home Affairs Number 03/KB/2021 , Number 384 of 2021, Number HK.01.08/MENKES/4242/2021, Number 440-717 of 2021 regarding guidelines for the implementation of learning during the Corona Virus Disease 2019 (COVID-19) pandemic and for Education units that carry out limited face-to-face learning. with a maximum capacity of 50 percent, except for: a. SDLB, MILB, SMPLB, SMALB, and MALB a maximum of 62 percent to 100 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class; andb. PAUD is a maximum of 33 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class. c. The distribution of report cards for semester 1 and school holidays is guided by the technical provisions of the Ministry of Education, Culture, Research and Technology of the Republic of Indonesia.

3. Activities in the daily necessities sector. Supermarkets, hypermarkets, traditional markets, grocery stores, and supermarkets that sell daily necessities: - Can operate with 100 percent visitor capacity and with stricter implementation of health protocols, especially for main markets can operate according to operating hours; and- Supermarkets and hypermarkets are required to use the PeduliLindung application.

b. Pharmacies and drug stores: May be open 24 hours, with stricter health protocols in place.

c. People's markets that sell non-daily necessities: Can operate with a maximum capacity of 100 percent, with stricter implementation of health protocols.

d. Street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundries, hawkers, small workshops, vehicle washes and others like: Allowed to open with stricter health protocols in place.

4. Eating/drinking activities in public places (a) Food stalls/warteg, street vendors, hawker stalls and the like: Allowed to open and receive dine-in until 22.00 WIB with a maximum of 75 percent of the capacity for visitors to eat , with stricter implementation of health protocols.

(b) Restaurants/restaurants, cafes with locations in buildings/shops or open areas either in separate locations or in shopping centers/malls: - Allowed to open with the following conditions: a. Can receive dine-in with operating hours up to 22.00 WIB and with the implementation of strict health protocols; b. Maximum capacity 75 percent; danc. It is mandatory to use the PeduliLindung application to screen all visitors and employees.

(c) Restaurants/restaurants, cafes with operating hours starting at night:- Can operate with the following conditions:(a). Can receive dine-in with operating hours at 18.00 WIB to a maximum at 00.00 WIB and with the application of strict health protocols; (b). Maximum capacity 75 percent; (c). It is mandatory to use the PeduliLindung application to screen all visitors and employees.

5. Activities at shopping centers/malls/trade centers:- Shopping centers/malls/trade centers:1. Maximum capacity of 100 percent and operating hours until 22.00 WIB with due observance of the provisions in number (3) letter (a) and number (4) letter (b) and carried out with the health protocol regulated by the Ministry of Trade of the Republic of Indonesia;2. Children under 12 years old are allowed to enter provided that they are accompanied by a parent.3. Children's playgrounds and entertainment venues in shopping centers/malls/trade centers are opened on condition that parents must record their address and telephone number for tracing purposes; It is mandatory to use the PeduliLindung application to screen all visitors and employees at the time of entry (entrance) and exit (exit) from the mall/shopping center and only visitors with the green category are allowed to enter.5. In the context of preventing and overcoming COVID-19 during Christmas 2021 and New Year's 2022, specifically on December 24, 2021 to January 2, 2022, the following provisions apply: a. Prohibit the existence of Old and New Year events, both open and which have the potential to cause a crowd. b. Eliminating the 2021 Christmas and 2022 New Year celebration events in shopping centers and malls, except for the UMKM exhibition. c. Extending operating hours at shopping centers and malls to 09.00 to 22.00 and restricting the number of visitors not exceeding 75 percent of the total capacity of shopping centers and malls, as well as implementing stricter health protocols.d. Eating and drinking activities can be carried out with a maximum restriction of 75 percent with the implementation of stricter health protocols.

6. Cinemas can operate under the following conditions: a). Mandatory to use the PeduliLindung application to screen all visitors and employees; b). Maximum capacity is 70 percent and only visitors with the Green and Yellow categories in Care to Protect are allowed to enter; c). Children under 12 years old are allowed to enter provided that they are accompanied by their parents; d). Restaurants/restaurants and cafes within the cinema area are allowed to accept dine-in with a maximum capacity of 75 percent and a maximum meal time of 60 minutes; dane). Following the health protocols regulated by the Indonesian Ministry of Tourism and Creative Economy and the Indonesian Ministry of Health;

7. Construction activities- Construction sites for public infrastructure and private construction (construction sites and project sites): Operates 100 percent with operating hours and capacity settings, with stricter implementation of health protocols.

8. Worship activities- Places of worship (mosques, prayer rooms, churches, temples, monasteries and pagodas as well as other places that function as places of worship): a. Can hold congregational worship/religious activities during the PPKM Level 1 period with a maximum of 75 percent of capacity by implementing more stringent health protocols and paying attention to technical arrangements from the Ministry of Religion of the Republic of Indonesia.b. In the context of preventing and overcoming COVID-19 at Christmas in 2021 and New Year in 2022, specifically on December 24, 2021 to January 2, 2022, the implementation of worship and commemoration of the 2021 Christmas Day is guided by the technical provisions of the Indonesian Ministry of Religion.

9. Activities at health care facilities - Health care facilities: Operate 100 percent (one hundred percent), with stricter implementation of health protocols.

10. Activities in public areas and other places that can cause crowds - Public facilities (public areas, public parks, public tourist attractions, and other public areas): Allowed to open with stricter implementation of health protocols with the following conditions:(1 ) Maximum capacity of 75 percent; (2) Follow the health protocols regulated by the Ministry of Health of the Republic of Indonesia and/or related Ministries/Institutions; (3) Must use the PeduliLindung application to screen all visitors and employees; (4) Children aged below under 12 years old are allowed to enter tourist attractions that already use the PeduliLindung application on condition that they are accompanied by their parents; and (5) Odd-even application along roads to and from tourist sites starting Friday at 12.00 WIB to Sunday at 18.00 WIB. (6) In the context of preventing and overcoming COVID-19 during Christmas in 2021 and New Year in 2022 , specifically on December 24, 2021 to January 2, 2022, the following provisions apply: a. Odd-even application to arrange visits to priority tourist spots; b. Ensuring that there are no crowds that make it impossible to keep a distance; c. Prohibiting celebratory parties with crowds in open/closed places; d. Reducing the use of loudspeakers which causes people to gather massively; e. Limiting community activities, including cultural arts that cause crowds that have the potential to transmit COVID-19; f. Activities at public park sites will be suspended from December 31, 2021 to January 1, 2022.

- Wedding reception venues: Can be held with a maximum of 75 percent of the room's capacity and no on-site dining by implementing stricter health protocols.

- Locations for arts, culture, sports facilities and social activities that can cause crowds and crowds: Allowed to open with stricter implementation of health protocols, with the following conditions: (1) Maximum capacity of 75 percent (2) Mandatory to use PeduliLindung application to perform screening of all visitors and employees (3) In the context of preventing and dealing with COVID-19 during Christmas 2021 and New Year 2022, specifically on December 24, 2021 to January 2, 2022, the following provisions apply: a. Cultural arts and sports activities that can cause COVID-19 transmission are carried out without spectators; b. Activities that are not Christmas and New Year celebrations and cause crowds are carried out with stricter health protocols, and are attended by no more than 50 people; c. Prohibition of new year's parades and processions, as well as prohibition of Old and New Year events, whether open, or those that have the potential to cause crowds. a) Maximum capacity of 75 percent; and (b) Mandatory to use the PeduliLindung application to screen all visitors and employees11. Activities on transportation modes- Public transportation, mass transportation, taxis (conventional and online) and rental/rental vehicles: Enforced with a maximum capacity setting of 100 percent, with stricter implementation of health protocols;- Ojek (online and base): Application of health protocols more strictly.
