Gus Imron Rosyadi Values Rais Aam's Letter Asking To Speed Up The NU Congress According To The Articles Of Association

JAKARTA - Rais Syuriah, Manager of the Special Branch of the Nahdlatul Ulama (PCINU) China, KH Imron Rosyadi Hamid, assessed that Rais Aam NU's KH Miftachul Akhyar order regarding the holding of the congress on December 17, 2021 was in accordance with the provisions of the articles of association (AD).

"In the Army, it is clear that Rais Syuriah is the highest institution and has the authority to control public policies," said Gus Imron, KH Imron Risyadi Hamid's nickname in a written statement quoted by Antara, Wednesday, December 1.

Because there is no arbitration mechanism if there is a problem between Rais Syuriah and Tanfidziyah, he explained, the decision is returned to a higher rule, namely AD.

Gus Imron also explained that since its establishment until now, NU is an institution owned by ulama, not like a party. In the NU leadership hierarchy, he continued, the highest position was Rais Syuriah. While the position of Tanfidziyah, the institution is the implementer of the policies taken by Rais Syuriah.

Thus, said Gus Imron, in the history of NU, there is no function of equality between Tanfidziyah and Syria.

He also said that the timing of the congress in the order was in the context of an internal request to the committee.

"In the context of the congress, the warrant issued by Rais Aam PBNU was actually internal in that it asked the committee to hold the congress on 17 (December 2021)," he explained.

According to him, the congress was made because of the government's policy to set PPKM from December 23 to January 2, 2022.

"This coincides with the congress. This means that a change in the implementation date is inevitable," he said.

On this condition, added Gus Imron, on December 4, a meeting was held between Tanfidziyah, the Secretary General of PBNU, Rais Aam, and Khatib Aam. However, the meeting ends in a deadlock or deadlock. Then unfortunately, continued Gus Imron, there is no arbitration mechanism in the event of a dispute between Rais Syuriah and Tanfidziyah in deciding a case.

“Because it has not been regulated, it should return to a higher regulation, namely the articles of association. In the articles of association it is clear that the highest leader is Rais Syuriah,” he said.

The step of Rais Aam KH Miftachul Akhyar who wrote and ordered the congress committee, according to Gus Imron, was justified by the Army.

Another thing that was considered for the PBNU Congress to be shifted not to 2022, he added, was the NU Grand Conference (Konbes) in 2020 and the 2021 NU Konbes both asking for the PBNU Conference to be held in 2021.

"The management mandate of the Jombang PBNU Congress is also only until August 2020. This is more than a year late," explained Gus Imron.

He also emphasized that the decision to advance the congress to 17 December 2021 also had an important meaning. This means that there is certainty that the PPKM COVID-19 has not been established.

"In January there is no guarantee. If there is an increase in COVID-19 cases, when should we wait?" he said.
