Due To The 1 Min 15 Second Sex Video Call Case, Kaur General Elections Commission Members Dismissed By DKPP

JAKARTA - The Election Organizers Honorary Council (DKPP) mercilessly immediately imposed a permanent dismissal of Meixxy Rismanto from a member of the Kaur Regency General Elections Commission (KPU), Bengkulu, due to immoral acts.

"Imposing a permanent dismissal sanction to Defendant Meixxy Rismanto as a member of the Kaur Regency KPU since this decision was read out", said Assembly Chair Teguh Prasetyo in an online session in Jakarta, Wednesday, November 3.

The sanction was readout for the alleged violation of the Election Organizer Code of Ethics (KEPP) Number 156-PKE-DKPP/VII/2021 by the DKPP assembly in the DKPP Meeting Room.

Teguh said that Meixxy Rismanto was proven to have committed an act that undermined his dignity and his dignity as well as the election management body by showing naked sexual activity through immoral video calls (video calls sex).

During the examination hearing, Meixxy Rismanto admitted that the face and necklace used by the men in the videotape belonged to the defendant. This action is carried out when the defendant performs official duties.

Meanwhile, DKPP member Didik Supriyanto said that the defendant should have a sense of ethics by immediately stopping or closing messages (chats), telephones, or video calls that contain inappropriate content.

"Instead of being moral, the combatants actually serve and enjoy the immoral video calls followed by naked sex acts as evidenced by a 1 minute 15-second video recording", said Didik.

DKPP also considered that the defendant was permissive and unmoved in responding to the circulation of the immoral recording by not taking any action to maintain the dignity of himself, his family, and his institution.

This attitude, said Didik, has undermined a large number of election management institutions. Alibi is accused as a victim of extortion using immoral video call mode, DKPP assesses that there is no convincing evidence.

The attitudes and actions of the accused have been proven to have violated Article 7 paragraph (1), Article 9, Article 12 letters a, letter b, and letter c, Article 15 letters a and b, and Article 19 letter d of the Honorary Council Regulation of the General Election Organizer Number 2 of 2017 concerning the Code of Ethics and the Code of Conduct for General Election Organizers.

DKPP member Pramono Ubaid Tanthowi gave a dissenting opinion on case 156-PKE-DKPP/VII/2021. According to him, the reported party also did not have any malicious intent (mens rea) and the act was not the initiative of the reported party.

Pramono assessed that the defendants were victims of a sexual crime mafia syndicate through digital means such as phone sex. Reported has been framed by a network of professional syndicates who usually threaten to distribute recorded videos or photos if money demands are not met.

"The complainant's fault was not immediately ending the phone call containing the video of the adult scene to allow the syndicated network to record the combined response in the form of video and/or photos", he said.

Pramono added that the video circulating was an edited recording of a longer duration. In the video, it is narrated together as if enjoying the video.

"It should be considered, not everyone has a high sensitivity or vigilance in dealing with cyber crimes such as phone sex. What is needed is the provision of sanctions that still contain elements of coaching, not sanctions that no longer provide opportunities for combatants to improve themselves", said Pramono.
