YOGYAKARTA - The cost of breaking the land certificate is an important thing that needs to be known by land owners who want to divide land ownership into several parts.

Based on the provisions of the Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN), the issuance of certificates is a legal action to separate one certificate into two or more new certificates. This process is usually carried out during inheritance, sale of part of the land, housing construction, to the distribution of assets among family members.

The process of breaking the land certificate can be carried out at the Land Office by bringing complete documents. In this process there are costs that must be met by the applicant.

The amount of the land certificate fee is listed in Government Regulation (PP) Number 128 of 2015 concerning the Types and Rates of Non-Tax State Revenues (PNBP) applicable to the Ministry of ATR/BPN.

In the PP, the cost of breaking up the land certificate has many components, including:

Land Measurement Fee

The amount of measurement fee is determined based on the area of the land submitted:

For land area up to 10 hectares:

Tu = (L/500 × HSBKu) + Rp 100.000

For land area of more than 10 hectares to 1,000 hectares:

Tu = (L/4.000 × HSBKu) + Rp 14.000.000

For land area above 1,000 hectares:

Tu = (L/10.000 × HSBKu) + Rp 134.000.000

Tu is the rate for land measurement and mapping services in order to determine the boundary. L is the land area submitted in square meters. HSBKu is the Special Unit Cost Price for measurement activities that are valid in the current year, including material costs and honor. The value of HSBKu is regulated in PMK Number 51 of 2012 and is differentiated into agricultural and non-agricultural categories in each province.

Applicants are also charged an administration fee for registration of Rp. 50,000 for each land area resulting from the division.

In addition, applicants need to bear the operational costs of measurement officers in the field, such as transportation, accommodation, and consumption.

Simulation of Calculation of Land Certificate Breaking Costs

As an illustration, if someone wants to divide a 300-square-meter plot into two parts, with the HSBKu in 2025 of Rp. 80,000, then the calculation is:

Measurement fee: (300/500 × 80,000) + 100,000 = Rp 148,000 Registration fee for two fields: 2 × Rp 50,000 = Rp 100,000

Thus, the total estimated cost of breaking the certificate at the Land Office is IDR 248,000.

It should be noted that this amount does not include additional costs for the operational needs of officers in the field.
