JAKARTA - The city of Semarang has shown a strong commitment in realizing a healthy, independent, and empowered family as an important foundation towards Indonesia Gold 2045.

Various family development and population programs are carried out not only targeting infrastructure, but also directly touching the quality of life of the community.

One of the main strategies is the implementation of the 2020 '2045 Population Development Grand Design (GDPK), which has been integrated into regional development policies and plans as a long-term effort to improve the quality of human resources. What is the approach like?

Johanes Adhi Nugroho, ST, Subkordinator of Social Planning Bappeda Semarang City said, there are five integrated approaches to the Semarang GDPK that refer to the five main pillars, namely controlling the population, improving population quality, developing families, structuring mobility and distribution of residents, to structuring population administration.

These five pillars are not only conceptual, but have been described into regional policies such as the RPJMD and other planning documents, as well as carried out through various innovations.

"The implementation of the GDPK is an investment in sustainable human resource development," he explained in Semarang, Central Java, recently.

The Semarang City Government has also carried out a number of flagship programs that support the GDPK concretely, such as:

Free KB services and mobile family planning cars

Pelita House, free daycare for nutrition education and parenting

Rainbow Nusantara And Great Ambulance, Health Services That reach the lower class

Scholarships and free education for underprivileged children

GEPUK PEPES, a women's worker health program

Food and the People's Market (Pak Rahman)

Rehabilitating Uninhabitable Houses and Community-based sanitation (STBM)

Population digital services, such as Si D'NOK, e-Pakem, and KIA Goes to School

In addition, Semarang City strengthens monitoring through the SIAGA STUNTING website, which displays real-time data based on names and addresses for stunting toddlers, pregnant women, Nifas mothers, and brides-to-be.

The systematic and data-based implementation of GDPK has a significant impact in Semarang. The results of these efforts include;

IPM (Human Development Index): 85.24 (2024)

Life Hope Rate: 78.24 Years

Stunting prevalence: down to 11.2%

Poverty Rate: 4.03%

Open Unemployment: 5.82%

100% Open Defecation Free (ODF) Achievements

For this success, Semarang was named the Best City in commemoration of National Family Day (Harganas) 2024. Not only that, Jatirejo Village also won the title of the Best Quality Family Village at the Central Java Province levels in 2023 and 2025.

This success, according to Johanes, cannot be separated from the collaboration of all elements of society and local governments.

"We are not only building policies, but ensure that the implementation has a direct impact on the community, especially vulnerable families," he explained.

In order to maintain effective and sustainable implementation of the GDPK, the Semarang City Government formed a Coordination Team for the Implementation of the GDPK through Mayor's Decree No. 470/1103 of 2022. This team coordinates the entire process of planning, implementation, monitoring, and evaluation of cross-sectoral population programs.

Routinely, the City Government holds an annual workshop as a place for reflection, discussion, and capacity building for all implementers in the field.

Eka Sulistia Ediningsih, SH, Head of BKKBN Representative for Central Java Province emphasized the importance of data as the basis for decision making.

"We made data, and that data is an indicator of whether our performance is appropriate or not. Later it will be evaluated thoroughly," he concluded.
