Tax Target 2027 Reaches Rp2.591 Trillion, Purbaya Reveals Opening New Tax Collection Opportunities

JAKARTA - Minister of Finance Purbaya Yudhi Sadewa targets tax revenue in the 2027 State Budget to reach IDR 2,591.4 trillion or an increase of 12.1 percent compared to the 2026 tax revenue outlook of IDR 2,310.8 trillion.

Meanwhile, customs and excise revenue in 2027 is pegged at IDR 316.6 trillion, or down 1.2 percent compared to the outlook for customs and excise revenue in 2026 of IDR 320.6 trillion.

Thus, the target for tax revenue next year is pegged at Rp. 2,908 trillion or grew 10.5 percent compared to this year's outlook of Rp. 2,631.4 trillion.

Overall, state revenue in 2027 is targeted to reach IDR 3,426 trillion, or grow 6.8 percent compared to the state revenue outlook for 2026 of IDR 3,208.1 trillion.

To meet this target, Purbaya opened the possibility of the government implementing a new type of tax. However, this policy will consider the economic conditions and will not be implemented in a hurry.

According to Purbaya, the government will only consider imposing new taxes if economic growth at the beginning of 2027 shows strong performance, one of the indicators is economic growth that is able to reach around 6 percent.

"If at the end of this year it can be 6 percent, then the first quarter of 2027 can be 6 percent again, or more, maybe we will impose new taxes," he said in a press conference on the 2027 Budget and Financial Statement, quoted Sunday, August 16.

However, Purbaya has not revealed the type of new taxes that may be implemented and the government is still relying on a number of taxation strategies to increase state revenues next year.

The strategy includes, among others, continuing tax reform and harmonization with international tax policies, increasing compliance through the use of technology, synergy, and law enforcement, and strengthening the tax system in the digital economy sector.

In addition, the government will also strengthen the tax system in the digital economy sector and provide more targeted incentives to support investment and downstreaming.

Regarding the tobacco excise policy, Purbaya said the government would still hold discussions with the DPR RI and the discussion was targeted to be carried out after August 17, 2026.

"As for cigarette taxes, we will try to implement this year after I talk to parliament," he said.

Purbaya explained that one of the objectives of the cigarette tax policy is to encourage illegal cigarette business actors to enter the legal sector, so that the government can carry out supervision and enforcement of the circulation of illegal products more effectively.

"The goal is so that illegal ones can enter the legal, so that I can cover up all the illegal ones after that," he said.

He assessed that the government needed to provide opportunities for illegal business actors to switch to the official channel before more stringent enforcement was carried out.

"If they are not given life, I will be guilty. But if I give space for illegal life to continue, I really hit, I am not guilty much," he said.

In the 2027 State Budget, the government targets economic growth of 6 percent and is one of the basic macro assumptions used in preparing next year's State Budget.
