Alleged embezzlement of former RW PIK funds reported to the police (Ist)

JAKARTA - The administrator of Rukun Warga (RW) 011, Pantai Indah Kapuk (PIK), North Jakarta, reported the former chairman and secretary of the RW for the period 2021-2024 for alleged embezzlement of RW cash funds. This report is addressed to the North Jakarta Metro Police with an alleged loss of around Rp. 11 billion.

This indication was conveyed by the lawyer for the new RW manager, Rakhman Permana, on Saturday, August 15.

"Based on the investigation of the old period financial statements, the new manager found indications of embezzlement of RW cash funds of approximately Rp. 11 billion," said Rakhman.

Looking back to September 30, 2021, based on the Decree of the Kapuk Muara Village Head Number 130 of 2021, the composition of the RW 011 management was officially determined. In the decision, the reporter with the initials E served as the Head of the RW, and B as the Secretary of the RW.

To accommodate the residents' dues, RW 011 was formed. At that time, the RW Treasurer named E. T. was asked to open a special account. However, the account book and ATM card were completely controlled by Secretary B, not by the treasurer.

Then in April 2022, E. T. asked that his account was no longer used. In response, the Secretary of B then asked the Head of RT 08, J. W., to open a new account in his own name. The account was also used as the RW cash, but it was still controlled by Secretary B.

Then on May 5, 2026, based on the Kapuk Muara Village Head Decree Number 104 of 2026, there was a change of the Head of RW 011. E resigned and was replaced by T. P.

After taking office, T. P. conducted an inventory and review of the RW's financial documents for the period September 2021-September 2024. From this process, a number of transactions that could not be accounted for were found, thus giving rise to allegations of embezzlement of residents' funds.

The RW 011 administrator then sent a first clarification invitation letter to the Secretary B on June 5, 2026. However, B did not attend.

The second invitation was sent again on June 11, 2026, with a transmission to the Village Head, Head of Sub-district, to the Mayor. However, the reporter B again absented himself without a clear reason.

"We have called for clarification twice, but it has not been heeded. This concerns the money of the people. That is why we chose the legal path," said Rakhman.

With the findings of suspicious transactions and the respondents who were not cooperative, the RW 011 administrator through his lawyer officially reported this case to the North Jakarta Metro Police. The report has been received and is now in the process of further investigation.

"We have no other choice. This is RW cash, which means it is the residents' money. We hope that the legal process will be fair and transparent," concluded Rakhman.
