JAKARTA - The Directorate General of Construction of the Ministry of Public Works (PU) still needs an additional budget of Rp. 19.35 trillion in the Fiscal Year (FY) after the indicative ceiling approved by the government only reached Rp. 11.07 trillion.
Acting Director General of the Ministry of PU, Chandra R.P. Situmorang, said that the budget needs of the Directorate General of Construction in 2027 reached IDR 30.42 trillion. However, the indicative ceiling allocated was only IDR 11.07 trillion.
"Referring to the joint letter of indicative ceilings by the Minister of Finance and the Minister of PP/Head of Bappenas, the indicative ceiling for 2027 is set at Rp. 11.07 trillion out of a total of Rp. 30.42 trillion, so an additional Rp. 19.35 trillion is needed," said Chandra in a Public Hearing (RDP) with Commission V of the Indonesian House of Representatives at the Parliament Complex, Senayan, Jakarta, Monday, July 6.
Chandra explained that the additional budget would be used for five main program groups.
The largest need comes from the construction of drinking water infrastructure worth Rp7.01 trillion. The budget includes the construction of 80 drinking water supply systems (SPAM) with a capacity of 2,995 liters per second, the expansion of 75 SPAM units with a capacity of 3,700 liters per second, and the construction of 31 SPAM locations for post-disaster recovery in Sumatra.
Next, the need for sanitation infrastructure budget reaches IDR 4.57 trillion. The funds will be used to build 30 wastewater management units serving around 140,000 households (KK), the construction of 78 sanitation facilities with a coverage of 912,800 households, and the construction of sewage sludge treatment facilities (IPLT) and sanitation facilities in 57 post-disaster locations in Sumatra.
For the development of strategic areas, the Directorate General of Construction still needs Rp. 3.86 trillion. This budget is allocated for the development of 198 hectares of strategic and national priority areas, 80 hectares of metropolitan, tourism and industrial areas, 10 PKE area locations, and the rehabilitation of 28 infrastructure areas affected by disasters in Sumatra.
The budget for building the building layout reaches IDR 3.30 trillion. The funds will be used for the construction of 15 state buildings with a total area of 122,938 square meters, technical building building construction in 34 provinces, and the construction of 49 buildings in the post-disaster rehabilitation program for Sumatra.

Of the total technical program, Rp4.96 trillion was sourced from pure rupiah, while Rp5.07 trillion was sourced from Foreign Loans and Grants (PHLN).
"We convey that the indicative ceiling of Rp. 11.07 trillion consists of two, first pure rupiah of Rp. 4.96 trillion and PHLN of Rp. 5.07 trillion," he said.
For the drinking water sector, the approved quota is IDR 1.99 trillion. The budget will be used for the construction and improvement of seven SPAM units with a capacity of 350 liters per second, the expansion of one SPAM unit with 5,000 house connections (SR), the construction of 906 Pamsimas locations through the labor-intensive program, the construction of 31 SPAM post-disaster locations in Sumatra as well as technical training in 514 districts/cities.
In the sanitation sector, the government allocated Rp. 6.08 trillion. The funds will be used to build six wastewater management units serving 688,000 households, 10 sampling facilities with a coverage of 550,000 households, the construction of 823 Sanimas locations, 653 LPK Sanitation locations, 56 TPS3R locations, the construction of 57 IPLT locations and post-disaster Sumatra sampling facilities, as well as technical training in 509 districts/cities.
Meanwhile, for the strategic area development program, the ceiling allocated is IDR 1.22 trillion. Most of the budget will be directed to community-based programs, including the development of 808 locations for the Development of Regional Social and Economic Infrastructure (PISEW), rehabilitation of 28 post-disaster areas in Sumatra and technical training in 514 districts/cities.
Then, the building arrangement sector received an allocation of Rp. 310 billion. This budget is used for the construction of one state building with an area of 31,757 square meters, rehabilitation of 49 post-disaster buildings in Sumatra, and technical training in 514 districts/cities.
