JAKARTA - Minister of Public Works (PU) Dody Hanggodo ensures that the construction of the Baja Water Treatment Plant (IPA) in the Karang Baru Drinking Water Supply System (SPAM) in Aceh Tamiang Regency, Aceh Province, is targeted to be completed by August 10, 2026.

Dody conveyed this certainty when reviewing the progress of the construction of the Baja IPA with a capacity of 2×50 liters per second (Lps) in Aceh Tamiang, Sunday, May 24, to ensure that the acceleration of permanent post-disaster handling runs according to target.

Currently, the progress of the construction of the SPAM Baja Karang Baru IPA has reached 30 percent.

According to Dody, the most important aspect to be ensured in the project is the sustainability of the source of raw water or intake so that the system can continue to function optimally, including when the river discharge decreases during the dry season.

"The construction of the 2×50 Lps steel IPA is currently in process. However, we must ensure that the source or intake is maintained. Now the river conditions are indeed high, but it must also be checked when the dry condition is still sufficient," said Dody as quoted from a written statement, Monday, May 25.

He also highlighted the morphological changes of rivers after the disaster, which became a challenge in planning the raw water system, so that continuous evaluation needs to be carried out.

"With the condition of the river widening, the water discharge is usually reduced. So, this is still being prepared so that the water flow can still enter the processing facility, both in the concrete IPA and the steel IPA," he said.

The construction of the steel IPA is part of the post-disaster SPAM Handling package in North Aceh, Aceh Tamiang, Central Aceh and Gayo Lues with a contract value of IDR 277.97 billion.

The work is carried out by the Aceh Directorate General of Construction, Infrastructure and Area Directorate General of Cipta Karya Ministry of PU with the implementing contractor PT Adhi Karya (Persero) Tbk.

The scope of construction of the Karang Baru SPAM includes the construction of a 2×50 Lps Steel IPA, a GFS reservoir with a capacity of 1,000 cubic meters, an intake building, a compact supporting building, area infrastructure, and support systems such as SCADA and distribution piping networks.

In the development site plan, the SPAM area will also be equipped with supporting facilities such as sludge screw presses, communal rooms, parking areas, and integration with existing facilities in the form of concrete IPA 100 Lps, existing steel IPA 2×50 Lps, and a concrete reservoir of 500 cubic meters.

Dody assessed that the current progress of work is still on track according to the target, although a number of technical improvements are still needed.

"I think the progress is good, it is in accordance with the original schedule. We just have to make sure some technical things, including the construction of the sluice gate later. Because the challenge now is to determine the lowest points with the morphological conditions of the river that have changed a lot," he said.

The construction of the Karang Baru SPAM is expected to strengthen the resilience of drinking water services in Aceh Tamiang after the disaster, including maintaining the sustainability of water supply for public facilities and communities.

"The most important thing is that the minimum water supply is not disrupted, especially for basic services such as hospitals. Later, the connection of houses will also be prepared gradually with a number of around 10,000 households," he added.
