JAKARTA - Minister of Industry (Menperin) Agus Gumiwang Kartasasmita said that the accuracy of data when submitting the Self-Declare Domestic Component Level (TKDN) certificate needs to be applied by small industries. Before the self-declare TKDN certification is issued, the applicant must fill in the data on the National Industrial Information System (SIINas).
"The validation process must be carried out before the certification application, so that only the business actors have been validated as small industries that can apply for TKDN self-declaration certification," said Agus as quoted from a written statement, Tuesday, March 3.
The self-declared TKDN is regulated in the Minister of Industry Regulation (Permenperin) Number 35 of 2025 concerning the Provisions and Procedures for TKDN Certification and the Weight of Corporate Benefits, which was established on September 11, 2025.
Then, in the Regulation of the Director General of Small, Medium and Multi-Industry Number 261 of 2025, small industries can apply for certification to be registered in SIINas, have a maximum business capital of IDR 5 billion (excluding land and buildings) with the Indonesian Business Field Classification (KBLI) of the industrial sector business in accordance with the provisions of laws and regulations.
According to Agus, the self-declaration of TKDN certification makes it easier for small industries with a shorter processing time and without cost. After obtaining it, the certification is valid for five years.
"In this way, small industries that have TKDN self-declaration certificates can participate more widely in government procurement of goods/services," he said.
Meanwhile, the Director General of Small, Medium and Multi-Industry (IKMA) of the Ministry of Industry, Reni Yanita, said that business actors must fill in company data and submit company reports in the last quarter. In addition, it is mandatory to apply for validation as a small industry through SIINas.
The application for validation is accompanied by the upload of proof of video production process at the factory and video of the business location or factory area accompanied by the embedding of geographical location information.
After that, continued Reni, the validation team will check the appropriateness of company data and videos within a maximum of 10 days from the date the application was received.
"The team can also conduct inspections directly on the ground or online," he said.
Reni said, the weight of the self-declared TKDN assessment was the same as the TKDN through the Independent Verification Agency (LVI), namely 75 percent of direct materials or materials including major components, 10 percent of direct labor, and 15 percent of indirect factory costs.
