Amid Commodity Pressure, 2025 PNBP Exceeds Target

The Ministry of Finance reported that the realization of Non-Tax State Revenues (PNBP) throughout 2025 reached Rp534.1 trillion or equivalent to 104 percent of the APBN target which was set at Rp513.6 trillion.

This achievement was achieved despite the PNBP facing pressure due to the decline in commodity prices and a reduction in the volume of natural resource production (SDA).

Deputy Minister of Finance Suahasil Nazara said that the weakening of the PNBP was mainly triggered by the decline in almost all commodity prices throughout 2025.

"Almost all commodity prices have fallen," Suahasil said at the APBN Kiya Press Conference, quoted on Sunday, January 11.

On an annual or year on year (yoy) basis, the realization of the 2025 PNBP was indeed lower than 2024 which reached IDR 584.4 trillion. However, Suahasil emphasized that the comparison needs to be made on a comparable basis.

He explained that the state-owned enterprise dividend worth Rp80 trillion which had previously entered the state budget, but since the enactment of Law Number 1 of 2025, is now managed through Danantara

"If you want to make an apple to apple comparison, then from January to December 2025, add Rp80 trillion, then it will be seen that 2024 to 2025 the PNBP will increase," he said.

In terms of the structure of receipts, PNBP derived from oil and gas and non-oil and gas natural resources experienced considerable pressure and in each quarter throughout 2025, its realization was recorded as lower than the same period in the previous year, this condition was mainly influenced by the weakening of commodity prices in the global market.

He said that in the midst of these challenges, the PNBP sourced from the Ministry and Institutions (K/L) actually showed very positive performance.

Suahasil said that the PNBP K/L was recorded at Rp172.5 trillion or around 200 percent of the state budget target and this increase in revenue occurred mainly in the second half of 2025.

"This is a very good achievement, because the increase in the second semester is due to the enforcement of the law on compensation deposits and the PKH task force which produces PNBP as well as income from the use of radio frequency spectrum which is quite significant," he said.

Meanwhile, the revenue of the General Service Agency (BLU) also recorded positive performance with a realization of Rp. 103.7 trillion or 133 percent of the state budget target.

Suahasil said that the increase was supported by an increase in the receipt of palm oil BLU as well as an increase in service capacity at the hospital BLU.
