The Ministry of Industry (Kemenperin) stated that the Minister of Finance Regulation (PMK) Number 82 of 2025 concerning the Service Tariff of Public Service Agencys (BLU) made the cost of vocational under the auspices of the Ministry of Industry more transparent and flexible.

The regulation regulates the BLU tariff at the Industry Human Resources Development Agency (BPSDMI) of the Ministry of Industry which was set for November 19, 2025 and promulgated on November 28, 2025.

"This regulation provides flexibility so that BLU can set tariffs according to service costs, local conditions, and productivity principles. This is not a one size fit all, but provides certainty and transparency for the community," said the Head of BPSDMI of the Ministry of Industry, Doddy, as reported by ANTARA, Monday, December 8.

According to him, the regulation was issued to improve the quality of public services as well as provide flexibility in BLU financial management based on economic principles, productivity, and healthy business practices.

Doddy explained that the scope of this regulation includes the main education costs, and academic support rates include non-student services such as the use of facilities, additional training, laboratories, and certification.

The regulation also stipulates a tuition fee limit for vocational education levels within the Ministry of Industry. For the Diploma Tiga (D3) program, the maximum tariff is set at IDR 8.5 million per semester, while for the Diploma Empat (D4) program it is IDR 9.5 million per semester.

According to him, this provides certainty about the upper limit on tuition rates, so that people have a clear picture of the cost of vocational education at the Ministry of Industry's BLU.

He added that this flexibility also allows every BLU vocational education institution to set different supporting service rates according to the characteristics of the services provided, such as laboratory use rates, additional training, and competency certification.

According to Doddy, this rule not only provides legal certainty for BLU managers, but also strengthens transparency in the cost of vocational education for the community.

"Not one size fits all, so this provides certainty about the upper limit on tuition rates and supporting services, helping to transparency of the cost of vocational education for the BLU as well. Or for vocational educational institutions providing a legal framework so that they can set service rates according to real costs," he concluded.
