JAKARTA - The People's Housing Savings Management Agency (BP Tapera) noted that the realization of subsidized housing distribution through the Housing Financing Liquidity Facility (FLPP) scheme had reached IDR 22.72 trillion as of November 21, 2025.
BP Tapera Commissioner Heru Pudyo Nugroho explained that the budget allocation was disbursed to distribute 223,279 subsidized housing units.
"This number shows a positive growth trend until the end of 2025. It is predicted that the total distribution of FLPP at the end of November will exceed the highest achievement in 2023 of 229.00 housing units," said Heru in a written statement, Friday, November 21.
According to Heru, the realization of subsidized houses this year will record the highest number in the history of FLPP distribution since 2022.
"This year is an extraordinary achievement in the distribution of subsidized houses. When compared to the realization in 2023 and 2024, there is an increase of 10.99 percent," he said.
On the other hand, this belief is also based on data in the Housing Subsidy KPR Information System or SiKasep. From SiKasep's data, it shows that until now, demand from the public continues to increase.
Based on SiKasep data, of the 300,910 low-income people (MBR) who registered, 265,219 data passed the checking subsidy and 226,477 MBR had been followed up by banks.
"There are still 38,742 data that have not been followed up by the channeling bank. We hope that banks will immediately follow up to accelerate the ownership of houses for MBR," he explained.
Furthermore, Heru did not deny that there were a number of factors that were obstacles in accelerating the distribution of FLPP this year. If you look at FLPP data as of November 21, 2025, which reached 223,279 housing units, it was recorded that only 63.38 percent of the total FLPP quota target of 350,000 units by 2025.
The most dominant factor is that people's purchasing power has not fully recovered. Although the Central Statistics Agency (BPS) announced that Indonesia's economic growth in the third quarter of 2025 reached 5.04 percent on an annual basis (year-on-year).
However, this figure shows a slight slowdown when compared to the achievement of the second quarter of 2025 which grew by 5.12 percent. Public consumption usually grows by more than 5 percent, but is currently at 4.89 percent.

The data shows that people's purchasing power is still stuck. In other words, the data shows that people's purchasing power is still not recovering. There needs to be efforts to encourage consumption and improve purchasing power.
Other indicators showing that the purchasing power has not yet recovered can be seen from the Bank Indonesia Consumer Survey. Data from the Consumer Confidence Index (IKK) was at the level of 123.5 in 2024. However, IKK tends to fall to the level of 115 in September 2025. Even so, there was an increase in IKK at 121.2 in October 2025.
With all the existing conditions, said Heru, his party together with the Ministry of Housing and Settlement Areas (PKP) are still conducting roadshows in areas that have a high potential for subsidized housing demand.
"This step is to achieve the target of the 2025 FLPP quota of 350,000. In addition, BP Tapera also continues to cooperate with various parties, such as developers and channeling banks," he added.
