Minister Of MSMEs Affirms KUR Of Up To Rp100 Million Free Of Agunan

JAKARTA - Minister of Small, Micro and Medium Enterprises (MSMEs) Maman Abdurrahman emphasized that People's Business Credit (KUR) for ceilings of IDR 1 million to IDR 100 million does not require collateral in any form.

However, Maman admitted that there were still several cases of collateral requests by individuals in the field.

However, he stressed, in official regulations it was very clear that up to Rp100 million KUR should be given without collateral.

He requested that every finding or report be submitted officially to the Ministry of MSMEs so that it can be followed up.

According to him, strict sanctions have been applied to channeling banks that violate the provisions, namely by not disbursing KUR subsidies to the bank concerned.

"So in every evaluation meeting we have the Ministry of MSMEs with channeling banks, we emphasize that if there are findings and they are proven, and there are many incidents of reports coming in, we will not disburse the subsidies," he told the media crew, Monday, November 17.

He revealed that so far there have been several banks or parties who have been sanctioned.

To strengthen the monitoring mechanism, Maman said that in December 2025 the government would launch the MSME Greeting System, namely an integrated technology platform to accommodate all reports and complaints from MSME actors from all over Indonesia.

"In the near future, we will launch the Sapa UMKM system. The integration tech system. Later we will pull everything there. So the reports from our brothers and sisters, micro, small, medium enterprises, we will pull all the reports there. So everything is integrated," he explained.

Menurut Maman sistem itu dibuat karena saat ini sistem pelaporan masih bersifat konvensional, sehingga menyulitkan pelaku UMKM di daerah-daerah jauh seperti Sulawesi, Papua, Kalimantan, dan Sumatera untuk menyampaikan keluhan.

Dengan hadirnya Sapa UMKM, seluruh laporan akan terhimpun dalam satu sistem yang terintegrasi.

"Nah, maka dari itu sistemnya kita buat. Maka itulah kita buat platform sistem terintegrasi itu namanya Sapa UMKM. Cuman saya mohon maaf ya kepada publik, ini baru terrealisasi Desember. Jadi Insya Allah nanti setelah Desember, semuanya saudara-saudara kita yang ada di ujung sana, dia akan bisa lapor ke Sapa UMKM," ucapnya.

According to Maman, the system was created because currently the reporting system is still conventional, making it difficult for MSME actors in remote areas such as Sulawesi, Papua, Kalimantan, and Sumatra to submit complaints.

With the presence of Sapa UMKM, all reports will be collected in an integrated system.

"Well, that's why we created the system. That's why we created an integrated system platform called Sabut UMKM. I just apologize to the public, this has just been realized in December. So God willing, later after December, all of our brothers and sisters who are at the end there, he will be able to report to Sapa UMKM," he said.
