PLN And IPP Electricity Production Reaches 290 TWh, The Majority Of Coal

JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) reported that until October 2025 electricity production from PT PLN (Persero) and independent generating companies (IPP) had recorded 290.

Acting Director General of Electricity at the Ministry of Energy and Mineral Resources, Tri Winarno, said that of the total, 193.22 TWH or around 66.52 percent were still sourced from coal. He estimates that the total electricity production by the end of 2025 will reach 354 TWh.

"The overall production will be 354 TWH by the end of 2025. Of these, coal is estimated to reach 235 TWh or 66.54 percent," Tri said in a Hearing Meeting with Commission XII DPR RI, Thursday, November 13.

Based on the trend from January to October, he continued, the contribution of coal to power plants in Indonesia relatively still reflects its large role as a baseload

Tri continued, the next energy source supporting the national power system was gas which until October 2025 produced 47.46 TWh or around 16.34 percent. This figure continues to increase from month to month from 4.66 in January to 47.46 TWh in October 2025.

"This confirms that gas plants play an important role in addition to variable resources that are flexible and balanced especially when the variability of renewable energy increases," he continued.

On the other hand, Tri continued, New Renewable Energy (EBT) has shown interesting developments. Since January, electricity produced from EBT plants has only been recorded at 3.72 TWh, now its contribution is gradually increasing to 37.48 TWh in October or 12.9 percent of total production.

"Although the process has not accelerated, the stable upward trend indicates that the foundation of our system's EBT is getting stronger. Although it has not been able to shift the structure of the mix significantly," he continued.

Meanwhile, electricity production from fuel and BBN contributed 12.2 TWh or 4.23 percent.

He considered, this figure is small but strategic for border areas that experience network limitations or locations that have not been connected to large electricity systems.

By the end of the year, Tri estimates that electricity production from all plants will increase to 354 TWh.

"Dengan demikian produksi listrik pada tahun 2025 diproyeksikan akan terus meningkat dibandingkan dengan tahun 2024 sejalan dan pertumbuhan ekonomi, peningkatan elektrifikasi, serta peningkatan kebutuhan energi industri dan rumah tangga," tandas Tri.

He detailed that coal will contribute 235 TWh or 66.54 percent, gas 59 TWH or 15.69 percent, EBT 44.79 TWh or 12.67 percent and BBM and BPN around 14.52 TWH or 4.10 percent.

"Thus, electricity production in 2025 is projected to continue to increase compared to 2024 in line with and economic growth, increase in electrification, and increase in industrial and household energy needs," said Tri.
