JAKARTA - The government will soon curb buildings on the river border in the Jabodetabek area.

The arrangement is targeted to be completed before January 2026, which is predicted to be a flood-prone period.

Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid said the existence of buildings in the river border was one of the causes of flooding.

According to him, the buildings appeared to be supported by the issuance of land certificates in the area, which should not have been allowed.

Therefore, he and the Ministry of Public Works will conduct spatial planning audits to buildings in related areas.

"In the near future, we are targeting before January-February (2026) because the flood usually occurs in January-February in the Jabodetabek area, we will continue the work that was stopped after the flood. What is it? Spatial audits, certificates and buildings along the river border," said Nusron at the PU Ministry office, Jakarta, Wednesday, October 29.

The audit process will prioritize locations that have great potential for flooding.

Several rivers that are subject to flooding in Jabodetabek are the Ciliwung, Cisadane, Cikeas and Citarum rivers.

"So that later we can carry out flood mitigation long ago. This is while the flood is still far away, we anticipate from now on," he said.

From the results of the audit, his party will cancel the certificates issued on the river border, as well as the building permit.

Nusron mengatakan, secara perlahan kawasan terkait akan dikembalikan ke fungsi semula, yakni sebagai pengamanan debit air agar tidak melimpah ke daratan.

"Nanti kami akan cek masih ada berapa tanah yang disertifikatkan di situ, kami batalkan karena itu di atas sempadan sungai. Akan kami cek ada berapa bangunan gedung, kami minta pemda untuk membatalkan (izin), supaya pelan-pelan dikembalikan menjadi fungsi sempadan," terang Nusron.

"Karena fungsi sempadan itu untuk mengamankan sungai, untuk mengamankan debit air waduk, supaya airnya itu tidak melimpah ke daratan atau di luar sungai," pungkasnya.

Nusron said that slowly the related area would be returned to its original function, namely to secure the water discharge so as not to overflow to the mainland.

"Later we will check how much land is certified there, we cancel it because it is above the river border. We will check how many buildings there are, we ask the local government to cancel (permit), so that it is slowly returned to become a border function," explained Nusron.

"Because the function of the border is to secure the river, to secure the reservoir water discharge, so that the water does not overflow to the mainland or outside the river," he concluded.
