Minister Of Public Works Encourages 50 PSN Toll Roads Using KPBU Scheme

JAKARTA - Minister of Public Works (PU) Dody Hanggodo encourages various toll projects that are included in the list of national strategic projects (PSN) to be carried out with a Government Cooperation with Business Entities (KPBU) scheme.

Currently, there are 50 toll projects that are included in the ranks of the Prabowo Subianto Government PSN.

The list of toll projects that are currently PSN has also been regulated in the Coordinating Minister for the Economy Regulation (Permenko) Number 16 of 2025 concerning the Eighth Amendment to the Coordinating Minister for Economic Affairs Number 7 of 2021 concerning National Strategic Projects, signed by Coordinating Minister for Economic Affairs Airlangga Hartarto on September 24, 2025.

"PSN, yes, we slowly cleaned it up. But, maybe we will push the toll road to KPBU. Collaborate with the government. Three 'P', right. Public, private, partnership. We encourage there," said Dody when met after the 1 Year Event of the Prabowo-Gibran Government in Jakarta, Thursday, October 16.

Even so, Dody has not explained which toll projects will be carried out with the KPBU scheme. He said, KPBU is the majority scheme in the future work on toll projects.

"Yes, as much as possible. Right, not all of these toll roads are attractive to investors. The majority of KPBU is not only toll roads, dams are the same," he said.

Meanwhile, referring to Book II of the Financial Note and the RAPBN of FY 2026, the infrastructure budget for the 2026 RAPBN is merged into the economic function budget set at IDR 820.4 trillion.

The budget only includes the completion of the construction of a new toll road along 28.19 kilometers (km). However, the government has not detailed exactly which sections will just be built.

Later, the APBN will also be rolled out to complete the toll road KPBU projects which are currently in the construction stage.

Based on the report, the government is completing at least 10 KPBU toll projects out of a total of 16 KPBU projects that have been signed.

The following is a list of 10 KPBU toll projects that are still in the construction process:

1. Krian Toll Road 'Legundi'BunderManyer;

2. Serang 'Panimbang Toll Road;

3. Semarang Toll Road Demak;

4. Solo 'Yogyakarta' Toll Road NYIA' Kulonprogo;

5. Kediri Toll Road Tulungagung;

6. Probolinggo Toll Road 'Banyuwangi;

7. South Cikampek II Jakarta Toll Road;

8. Yogyakarta Toll Road Bawen;

9. Patimban Port Access Toll Road; and

10. JORR Elevated Cikunir 'Ulujami Toll Road.
