Menkop Ferry Said The Red And White Kopdes Can Manage Mines And Enter Major Sectors

JAKARTA - Minister of Cooperatives (Menkop) Ferry Juliantono revealed that currently the Red and White Villages/Sub-District Cooperatives (Kopdes/Kel) can manage mines after the signing of Government Regulation (PP) Number 39 of 2025 concerning the second amendment to Government Regulation Number 96/2021 concerning the Implementation of Minerba Minerba Mining Business Activities.

"Now, cooperatives can manage up to 2,500 hectares of mineral mines. This is a matter of principle for us, cooperatives are now given the same opportunity as other business entities and we will show cooperatives can enter sectors that have been considered underprivileged cooperatives. Cooperatives are able to enter major sectors," Ferry said when met by reporters after the Investor Daily Summit entitled "New Economic Order" at the Jakarta Convention Center, Wednesday, October 8.

Ferry said the criteria for cooperatives that can manage the mine will be regulated by the Ministry of Cooperatives (Kemenkop) and the Ministry of Energy and Mineral Resources (ESDM).

"Technically, the Ministry of Cooperatives will make regulations, at the Ministry of Energy and Mineral Resources there is also. But this is an opportunity, the first history of cooperatives being allowed to manage a 2,500 hectare mineral mine," he said.

According to Ferry, currently there are several cooperatives that have applied for permits to manage mines. However, Ferry has not been able to explain further how many cooperatives have applied for the permit.

"I have heard some from the regions that have submitted it to us, (for) the working area is allowed anywhere," he concluded.

Previously, Minister Ferry ensured the readiness of funds and regulations ahead of the operation of 1,000 Kopdes/Kel Merah Putih in early October 2025.

He said that the pace of the Kopdes/Kel Merah Putih strategic program has entered a crucial period, namely, the determination of schemes and financing mechanisms (funding) for its operations throughout Indonesia.

In fact, there are four rules that will cover the steps of the Red and White Kopdes in the future. First, the Minister of Finance Regulation (PMK) Number 49 of 2025 concerning Procedures for Loans in the Summary of Funding for Village Cooperatives / Red and White Villages.

Second, Regulation of the Minister of Finance (PMK) Number 63/2025 concerning the Use of More Budget Balance in the 2025 Fiscal Year to Provide Support to Banks that Distribute Loans to Village Cooperatives/Redih Villages.

The legal umbrella of the Red and White Kopdes is increasingly strengthened by the launch of the Regulation of the Minister of Villages and PDT Number 10/2025 concerning the Approval Mechanism from the Village Head in the Financing Range of the Red and White Kopdes.

Coupled with the presence of Minister of Home Affairs Regulation (Permendagri) Number 13/2025 concerning Regent/Mayor Support in Cooperative Funding.

"We are ready, we just need to check the land for the location for the construction of the warehouse and outlets. After that, the Red and White Kopdes immediately went," said Ferry, Tuesday, September 30.
