Toll Road Managers Don't Meet SPM Will Be Sanctioned, Rules Issued December 2025

JAKARTA - The Minister of Public Works (PU) Dody Hanggodo will take action against toll road business entities (BUJT) that do not meet the minimum service standards (SPM) in managing toll roads.

Dody said that the rules for fulfilling SPM had actually been regulated in Government Regulation (PP) Number 23 of 2024 concerning Toll Roads.

However, it is necessary for derivative regulations in the form of ministerial regulations (Permen) that will regulate the imposition of sanctions for toll road managers not to comply with SPM.

"With the issuance of Government Regulation Number 23 of 2024 concerning Toll Roads, there is a mandate to issue derivative regulations related to toll road SPM and SPM administrative sanctions," said Dody at a Working Committee Meeting with Commission V DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, September 24.

Dody emphasized that the imposition of these sanctions is important to ensure that every rupiah issued by the community will return in the form of a much more optimal expressway service.

On the same occasion, Dody targets that the derivative Public Works Regulation that regulates the SPM can be published in December.

"This is targeted that no later than December 2025 it can be completed and we can activate it to measure SPM (toll road)," he said.

Untuk diketahui, aturan turunan tersebut semestinya ditargetkan rampung pada akhir Juli 2025.

Hal itu sebagaimana disampaikan oleh Direktur Jenderal Bina Marga Kementerian PU Roy Rizali Anwar.

"Perubahan parameter tentang sanksi administratif sedang disusun dan ditargetkan ditetapkan pada akhir Juli 2025," ujar Roy dalam rapat dengar pendapat (RDP) bersama Komisi V DPR RI di Kompleks Parlemen, Senayan, Jakarta, Rabu, 19 Februari.

Meski begitu, belum dijelaskan secara pasti seperti apa bentuk sanksi yang akan diberikan pemerintah kepada BUJT tak memenuhi SPM.

Hanya saja, dalam aturan saat ini, BUJT tak memenuhi SPM hanya diberikan sanksi berupa tidak dapat menyesuaikan tarif sebagaimana dimuat dalam PP Nomor 23 Tahun 2024 tentang Jalan Tol.

To note, the derivative rule should be targeted for completion by the end of July 2025.

This was conveyed by the Director General of Highways at the Ministry of Public Works, Roy Rizali Anwar.

"Changes of parameters regarding administrative sanctions are being drafted and targeted to be set at the end of July 2025," Roy said in a hearing (RDP) with Commission V DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, February 19.

Even so, it has not been explained exactly what form of sanctions the government will impose on BUJT does not meet SPM.

However, in the current regulations, BUJT does not comply with SPM, it is only given sanctions in the form of not being able to adjust the tariff as contained in PP Number 23 of 2024 concerning Toll Roads.
