JAKARTA - Minister of Finance (Menkeu) Purbaya Yudhi Sadivewa stated that the tax amnesty policy which was carried out repeatedly was not ideally implemented.
Purbaya said that the program could actually encourage non-compliant behavior among taxpayers.
If there is a tax amnesty for two years, it will provide incentives to people for kibul-kibul. They will think, in two years there will be a tax amnesty again. So that's not a good signal," he said as quoted by ANTARA, Friday, September 19.
However, Purbaya admitted that he would still study every proposal that emerged regarding tax amnesty
"But, I will learn what the proposal looks like. But, as an economist for me, it's not very appropriate. It's not very fitting," he said.
He emphasized the importance of the government focusing on healthy tax management and consistent law enforcement.
"So, what is right is to run the correct tax programs, correct collection, if nothing is wrong, then we shouldn't be punished," he said.
Purbaya also reminded that tax revenue should be used for the public interest.
"If you already have money, you will spend it," he said while emphasizing the need for fair and sustainable fiscal policy.
Previously, the Legislation Body (Baleg) of the DPR together with the Ministry of Law and Human Rights and the DPD Law Drafting Committee (PPUU) had completed the evaluation of the 2025 Priority National Legislation Program (Prolegnas).
In a meeting at the DPR building on September 17, 2025, it was agreed to add 23 new bills and the abolition of 1 bill, so that the total Prolegnas list now includes 198 bills plus 5 open cumulative bills.
For the 2025 Priority Prolegnas, Baleg also added 12 new bills, consisting of seven proposals from the DPR and five proposals from the government, bringing a total of 52 bills plus 5 cumulative lists open.
One of the things that remains maintained is the Tax Amnesty Bill, which was originally proposed by Baleg DPR and later strengthened to become a proposal from Commission XI through an official letter to remain on the priority agenda next year.
