Adhi Karya Participates In Looking For Non-APBN Capital To Build Jabodebek Phase II LRT

JAKARTA - PT Adhi Karya (Persero) Tbk together with PT Kereta Api Indonesia (Persero) or KAI and the Ministry of Transportation opened up opportunities for funding from the private sector in the Jabodebek LRT phase II development project.

Director Adhi Karya Entus Asnawi revealed that incentive discussions had been held with the Directorate General of Railways (DJKA) of the Ministry of Transportation to formulate a new funding scheme.

The construction of the Jabodebek Phase II LRT is regulated in Presidential Regulation (Perpres) Number 98 of 2015. The phase II route itself is Cibubur-Bogor.

"We are together working on how to solve funding for the construction of this second phase. How to involve more, for example, funds outside the government to cooperate with KAI," he said at a virtual Public Expose Live event, Monday, September 8.

Entus said, in Presidential Decree No. 98 of 2015, Adhi Karya was assigned to build the Jabodebek LRT in two stages. Currently, the Jabodebek LRT phase I has been operating for 44 kilometers (km), with a project value of IDR 25.5 trillion.

From this value, continued Entus, Adhi Karya has just received State Capital Participation (PMN) worth Rp. 23.3 trillion. This means that the government still has arrears to Adhi's work for phase I development of around Rp. 2.2 trillion.

Meanwhile, Finance Director Adhi Karya, Bani Iqbal targets the settlement of the receivables involving the government to be completed by the end of this year.

Bani admitted that the largest receivables for the distribution came from the Jabodebek LRT development project.

The largest debt currently is receivables from the LRT which are still in the process of being discussed with KAI, the Ministry of Finance, and also the Danantara for completion. The target can be completed as soon as the end of this year," said Bani.

Previously, PT Kereta Api Indonesia (Persero) or KAI would review the plan to extend the Jabodebek to Bogor LRT route. Currently, the preparation for the feasibility test is being prepared and is targeted to be completed by the end of the year.

Jabodebek LRT Executive Vice President Mochamad Purnomosidi said that actually the extension of the route is an old discourse that is being coordinated with related parties. Starting from ministries/agencies to contractors.

"We are currently preparing a feasibility study and we are currently compiling discussions with several stakeholders such as Adhi Karya, the Ministry of Transportation, the Ministry of Economic Affairs, and Bappenas, we are currently in the process of the discussion stages," said Purnomosidi at the Jabodebek LRT Operations Two Years, Jakarta, Thursday, August 28.

Currently, continued Purnomosidi, his party is currently formulating the right scheme related to the extension of the route. For example, determining whether it is possible to do it driverless or without a driver.

In addition, Purnomosidi said he also coordinated funding. This is because the government recommends using the KPBU scheme and cooperation with the private sector.

"We are exerciseing to catch up with the KPBU, of course we have to prepare a feasibility study like what it is," he said.

Purnomosidi berharap, bisa melakukan studi kelayakan ini segera mungkin.

Bahkan, ditargetkan bisa selesai akhir tahun ini untuk memastikan perpanjangan rute ini bisa dilaksanakan atau tidak.

“Harapannya adalah akhir tahun ini bisa selesai feasibility studynya, sehingga tawarkan itu feasibility studynya ke investor,” katanya.

Purnomosidi hopes that this feasibility study can be carried out as soon as possible.

In fact, it is targeted to be completed by the end of this year to ensure whether this route can be extended or not.

"The hope is that by the end of this year the feasibility study can be completed, so the feasibility study is offered to investors," he said.
