JAKARTA - The Ministry of Cooperatives (Kemenkop) stated that the process of harmonizing the financing regulations for Red and White Village/Sub-District Cooperatives (Kopdes/Kel) has been completed.
Deputy Minister of Cooperatives (Wamenkop) Ferry Juliantono stated that the implementation guidelines (juklak) and technical guidelines (juknis) are targeted to be issued next week so that Kopdes can immediately access financing from the Association of State-Owned Banks (Himbara).
Ferry, who also serves as the Coordinating Chairperson of the Task Force for the Acceleration of the Establishment of Red and White Kopdes/Kel, stated that harmonization is necessary because all Kopdes/Kel Merah Putih financing procedures are based on Minister of Finance Regulation (PMK) Number 49/2025 concerning Loan Procedures for Kopdes Funding and Minister of Villages and Disadvantaged Regions Regulation (Permen) Number 10/2025 concerning the Approval Mechanism from the Village Head for Kopdes Financing.
"We will soon issue the National Task Force's Operational Guidelines and Technical Guidelines for use by the Merah Putih Village Cooperative and as guidelines for Task Forces at the provincial, district, and city levels," Ferry said on Friday, August 22.
He continued, "These operational guidelines and technical guidelines serve as fundamental and crucial guidelines for accelerating the operationalization of thousands of village cooperatives (Kopdes) throughout Indonesia. The technical regulations to be issued will also address input from the House of Representatives (DPR) and banks regarding the criteria and basic procedures for Kopdes/Kelurahan (Kelurahan) receiving loans.
"The results of the RDP (Hearing Meeting) with Commission VI included a recommendation for each Himbara bank to develop technical regulations for Kopdes to be disbursed. We understand this because we are also awaiting the Minister of Finance Regulation (PMK) regarding the placement of government funds in Himbara Banks," Ferry explained.
With the issuance of these operational guidelines and technical guidelines, approximately 7,000 of the 16,000 Kopdes registered through the microsite are projected to immediately access financing from Himbara Banks in the initial phase. This initial phase will focus on village/sub-district cooperatives (Kopdes/Kelurahan) that already have adequate physical facilities and an established business ecosystem.
"They can access (financing) in the initial phase, starting from the end of August to September, in stages. We are currently verifying Kopdes/Kelurahan that meet the criteria," said Ferry.
Ferry added that the operational guidelines and technical guidelines outline several important aspects that Kopdes/Kelurahan Merah Putih (Red and White) must follow to access financing from the Himbara Bank, such as proposal submission procedures and other technical aspects.
Ferry stated that one of the obstacles facing accelerated financing disbursement to Kopdes/Kelurahan is the limited ability to prepare proposals and the limited capacity of management, which is a government focus.
