JAKARTA - The Ministry of Industry (Kemenperin) is currently drafting regulations and incentives for thematic industrial zones in Indonesia. These regulations are derived from Government Regulation (PP) Number 20 of 2024 concerning Industrial Zoning.
Tri Supondy, Director General of Resilience, Zoning, and International Industrial Access (KPAII) at the Ministry of Industry, revealed that his office is currently developing various incentives to promote these thematic industrial zones.

The thematic zone concept encompasses specific sectors, such as the halal industry for integrated halal product processing and raw material-based areas such as palm oil plantations or mining. The concept will follow the model of the Indonesia Weda Bay Industrial Park (IWIP).
In addition to fiscal incentives, Tri said, his office is also preparing non-fiscal incentives in the form of simplified one-stop licensing and investment promotion. "We are also promoting a new investment scheme initiated by the Industrial Estates Association (HKI)," he said.
The Ministry of Industry is also providing flexibility for small industrial areas under 50 hectares, especially in areas like Batam that face land constraints. "This is a solution for areas like Batam that need small, but strategic, industrial areas," he explained.
Tri targets the derivative regulations of Government Regulation Number 20 of 2024 to be completed by the end of this year. He said it is likely to be completed in the fourth quarter of 2025.

Regarding the proposed Industrial Estate Bill, Tri also explained that his office currently supports the proposal to strengthen regulations. Initially, the proposal for the Industrial Estate Bill came from the Indonesian Industrial Estates Association (HKI).
"We certainly aren't satisfied with Government Regulation 20 of 2024 alone. We're open to input and improvements. We're open to all options and support strengthening regulations," he said.
